My guess for 2015/2016 would be:
1.Dubai
2.Guangzhou
3.New York

By 2017 Shenzhen will kick New York out of the list, but only for a few years, I think by maybe 2019 New York might have caught up with Guangzhou. And for the next many years it might stay as 1.Dubai, 2.Shenzhen, 3.New York then.

You are right!

This is the way I see it...

Shanghai, I think anything above 300 will be rare. There is just so much more space to build two 200 meter tall towers than 400 meter tall one. The City center of high rises is much more spread out than NY's Manhattan. So there is no need to go very tall unless you want prestige. The main reason for the Triplets on Pudong side I think is government planning and prestige. So that's why Shanghai will probably not have many more supertalls in near future. Only may be one in Xujiahui, because this area is very dense already and it deserves an iconic building. Other than that Shanghai will build a lot, I see projects everywhere, just not that tall.

Shenzhen I think is investing into the future and has a smaller land area. They are like Hong Kong, spread along the coast. Want to preserve green space so they are building tall. Plus Shenzhen is transforming itself from Manufacturing to Services, so they are expecting lots of office space.

Lets see how long New York can sustain itself. I would think right now the main reason is the Chinese are coming and investing. Lots of Chinese I read are buying property in NY, investing billions. Individuals, companies and plus Chinese developers following the interest are building and investing there as well. Plus you have lots of wealth generated in the stock market. Should that change, or a property bubble later, the interest might wane. Since 2000 until the financial crisis there was hardly anything tall that was build there.

Sure will be fun to watch Shenzhen and New York in near future! Wish Shanghai surprises us somewhere soon.

I forgot about Guangzhou. It has the edge now (over NY) but that won't last for long. I don't see that many towers in prep or proposed.
NY is just getting started:
Completed; T/O: 6
U/C: 4
On hold: 1
In prep: 7
Pro: 14

Just wait for next year when at least 6 other New York supertalls come online. And by 2020 there should be about 20 supertalls completed, at least.

as i said, Shenzhen will beat Guangzhou, then New York Guangzhou and then it will stay that way as your list was for the forseeable future.

This is actually in the xujiahui cluster, somewhat far from the 3 main CBD locations (Lujiazui, People's sq, Jing'an temple), although still couple be in the same large panoramic view from the right location (e.g. top of Lupu bridge). So it will serve more to expand the size of the skyline rather than making it denser.

Yeah, Most of the projects that I know, U/C, prep, or proposal, are in those low 200+ M range; very few (Zhenru centre, e.g.) are actually 300M+ .

It's very difficult to compete against Dubai right now, basically the Marina itself has more supertalls than any other city in the world. Shanghai is also a new saturated market, and most of the commercial properties are not due for replacement yet (unlike NYC).

I genuinely can't see Shanghai dropping out of the supertalls race. In fact, it seems extremely unlikely.

While it's true that Shanghai has built quite a bit of space over the decades but it also happens to be China's premier city and is an emerging international metropolis. As China's economy continues to expand, a disproportionate amount of office construction will be centered in Shanghai.

What will most likely happen is that the central government will choose yet another area, raze it, and redevelop it into a showpiece district consisting of grandiose architecture and skyscrapers. This is, in fact, something of a trend among the most international cities around the globe. In China it's pretty much the S.O.P. so I can't see them suddenly abandoning it any time soon.
