Warsaw is one city that would benefit from as much infill as possible so many lots still left vacant after wartime destruction, but so much has indeed been accomplished. The calibre of new projects is very impressive.

The war ended 70 years ago. It may have been the original cause of the gaps, but the real problem is all the turbulence and changes in the legal and political areas that has happened again and again and left so many lots and buildings in uncertain legal situations, and the unwillingness/inability to reform the rules and processes in the area in favour of clarity and quick resolutions.

I agree in part. Until 1990 it was because of the soviet occupation, communist system really that did not allow for the capital accumulation to rebuild large areas of the city. What was rebuilt during the early communist era post war even including socialist realist reconstructions was superb. What is happening now is indeed in large part because of the lack of a effective law for the reprivatisation of property confiscated by Bierut Decree. But a lot has been done regardless.

1 Varso tower 310m (230m)

So, top 3 skylines in European Union (well, if we keep UK) so far:

1. London
2. Paris
3. Frankfurt

Soon:

1. London
2. Paris
3. Warsaw

Even without +250 skyscrapers (if we don't count the spire), Warsaw skyline will look more impressive and beautiful than Frankfurt one.
And Paris must be very careful! But if they build Hermitage towers, then it would be highly difficult to overtake Paris

Warsaw has potential and one has reasons to be optimistic but Frankfurt isn't sleeping. They are building, too and even if Warsaw gets closer and closer (the city has twice and many inhabitants, mind), it will never overtake Frankfurt. Why? Because of Achilles and the tortoise.

No, that's not true. Some things never happen, in city development as in everything else. Sao Paulo, for instance, will never be orderly. That's why they built Brasilia.
