To be fair there the river appears to be still frozen in May, so temperatures must have caused inevitable long delays in the build schedule every year.
There may be other well documented problems with this build that other members have highlighted that has caused yet more delays.
Moreover great architectural designs are difficult to build and take longer than basic off the shelf designs with no originality.
I live in London and witnessed the huge problems surrounding the new Wembley stadium. The politicians tried to insist on a running track for athletics, delaying the build for nearly three years and costing an extra 200million pounds(250 euros!).

Ultimately Wembley is a success and will pay for itself, just as the Gazprom will...eventually!

Pathetic, absolutely pathetic.

I bet if they tore the entire thing down and got in people that actually had a clue what they were doing they'd build it in quicker time and for less money.

No one will care about "mismanagement" after the stadium will be completed. Everyone will care about retractable pitch w/o issues about pitch quality (unlike Wembley). I don't even mention the fact that it will be ONLY stadium in the world w/ retractable pitch and retractable roof, which is composed by massive steel constructions. In other words, venue's quality is matter, not quantity (i. e., number of years for construction process or construction cost).
