208 bn, that's about a 1000 kms of main road reconstruction at 200 mio / km a pop

so, in 2008 the govt. took 1000 kms of reconstructed main roads out of the pockets of motorists and put it in the pockets of everyone else

and in 2009, probably
and in 2010, probably...

I was talking about your earlier statement about the road income/expenditure balance.

IYO the expenditure is higher.

In REALITY the income is higher than the expenditure, almost 3 times.

AADT.

it has no sence to build a hard shoulder on a road which has an AADT of 3000.

Because of traffic safety.

In 70's and 80's half-profile motorways (M7, M1, M5) built simply with 1+1+e lanes (width 11,00 m, as motorway has). Formally these roads were 2-lane roads but emergency lanes were used for continous driving. The 3 lanes offered dangerous overtaking possibility which caused lots of accidents. M1 Tatabánya-Győr was called "death road" because of high number of head-on collisions.

In the early 90's half-profile motorways were also built with 1+1+e (11,00 m) but the lanes were painted symmetrically (1/2+1+1+1/2). M5 Örkény-Kecskemét North section was the first (1988.10.05.), later old M1 near Győr (main road no. 19, now M19), M15. These roads were not used as a 3-lane road but traffic safety wasn't much better, dangerous overtakings didn't left off.

From late 90's new half-profile motorways (2/A, M70, M9, 61, 710, 3) were built without emergency lane (width 7,50 m). These roads have the best traffic safety rate (you can overtake if the road is clear).
