The speed limit does not say whether a road is an expressway or not. Sweden even has 110 km/h on regular roads, and Germany has widespread 100 km/h limits.

Only specifically posted roads with the expressways sign are expressways, whether their speed limit is 50, 70, 90, 110 or even blank (Germany).

Considering projects which are not U/C now

* completion of M0
* construction M2 Budapest - SK border
* dualling of M15
* construction of a N-S motorway in western Hungary.

In my opinion, M0, M2 to the SK border, M35 to the RO border.

Completing M0, M2, M4, M35, M43, M70 if the money would be available. But you said 100-200 Kms, so M0, M43, M35.

in priority order imo:
M0 as full ring 3+3
M15 doubling
M43 to RO border
M3 to UA border
M2 to SK border
M35 to RO border
M30 to SK border
something arouns A border, or links from Zalaegerszeg to Graz, or from Veszprem to Győr, or even from Nagykanizsa to north (Győr) because H lacks of some radial motorways, everything goes to Budapest.

There is M8 planned in Hungary and S7 in Austria. The Austrian town of Fürstenfeld has 18.000 vehicles per day, 6.000 at the Austrian/Hungarian border, increasing to 10.000 vehicles near Körmend.

AFAIK, there is a planned motorway (M9?) from Nagykanizsa to Szombathely and further to Sopron. In Szombathely there will be this M86, which in some parts is U/C at the moment, in plans it will go further to Győr.

As for new motorways, here are some AADT (traffic intensity) figures close to border:

1. M15 - 13,187
2. M70 - 8,603
3. road 43 to RO - 6,878
4. road 4 to UA - 6,835
5. road 2 to SK - 6,595

As a comparison: M1 on A border - 20,613; M5 south of Szeged - 5,369; M7 on HR border - 1,893 AADT.

Only 6800 cars/day on road 43? Everytime I go on that road I see it's crowded and most of the time cars are going bumper-to-bumper (at least on the Szeged - Mako section). Near the border I have to admit it's not that bad, but it could be better.

The most important: Inner motorway ring /M8/ (Győr M1 !! -) Veszprém 8 - Dunaújváros M6 - Kecskemét M5 - Szolnok (- Füzesabony M3/M25 !)
