The "M" and the "R" designations are booby traps of the thinking. Especially, since we don't use the "A" designation for the motorways (autóút) between the highways (autópálya) and the "R" roads (gyorsút).

I always assumed M is for Motorways, if the R roads need an international explanation (which should work just as well in Hungarian), then it's likely Rapidways. Regional would suggest it's not useful for crossing traffic, only locals. Too bad E (expressway) were taken for the European network.

The M70 and the Letenye border crossing could see huge traffic this summer, because signs on the Slovenian A1 before Maribor (from direction Graz) will point to Zagreb via Hungary. That's a 106 km longer route.

It seems the widening of M15 and M70 just received a go ahead from the European Commission(DG MOVE) as a CEF project:

Yes. Last year the longest traffic jam was ~33 km (all the way to Maribor), so they probably don't want it to obstruct traffic between Ljubljana and Austria.

whats taking so long constructing a 7 km piece of road? A4 should be ready for years now.

A county vignette (HUF 5000.-/yr, ca. € 16.-) would do, since all of M70 and the piece of M7 till the border crossing is within the county of Zala.
County vignettes are only available as yearly, though. If it's only one holiday ride, the 10-day all-country one comes less expensive.

What about the new R road category, will these be tolled?

Despite the low traffic volumes, the M6 from Budapest to Szekszárd is worth investing in.
A consortium of Aberdeen Asset Management, EBRD and Intertoll has jointly acquired an 80% stake in M6 Duna, a Hungarian company in charge of Phase 1 of the M6 highway on a concession basis, Aberdeen has announced. Further, Aberdeen has acquired a 90% stake in M6 Tolna, the concession holder for Phase 2 of the same highway.

The value of M6 Duna is EUR 482 million. The the second phase project, carried out in public-private partnership, is valued at EUR 518 million, according to the statement.

It's a PPP scheme based on availability payments, these have a very low risk and predictable revenue stream, regardless of traffic volumes.
