We get snow just a short distance from the Strip and Clark County is pretty much shaped like a basin. As mentioned above, there is an aquifer below.

If that's the case then why is there such a water shortage? If there is such a huge aquifer then drilling Wells should provide a ready source of water.

You just don't siphon off the water just because there is water under the Strip in Aquifer. By the way, Nevada does not use all of its water drawn off from the Colorado River, we bank the unused allocation in Water Banks in AZ and CA for future use. Even during the height of the boom when people were moving by the thousands in Vegas, Southern Nevada Water Authority was saving water because of conservation efforts.
