Ionic Infusor Plant at Simtropolis. It's by raphaelninja. I think I found it under the Modds Section.

go to www.simcity4.com and then go to the exchange place and their should be a bit of text saying somthing like u need to download the sc4 update for some nightlight affects to work blah blah blah andf their should be a link i think its above the text that alows u 2 download it, you have to be a member though. If u cant find it ill give u the link

You can also use the fight the power cheat but only use on massive cities!
