Premier Berisha: Investments in Lezha area have increased sixfold as compared to three years ago

Prime Minister Sali Berisha inaugurated today afternoon the kick of works for construction of Lezhė– Shėngjin road, 2.8 km long, 300 million lek worth. The road will be 16 m wide, the bicycle lane, pavements and modern road lighting included. This road drives to Velipoja and Ulqin, thus being transformed into a wide tourist artery.
“We are constructing a road in line with the best European standards. This road that will connect Lezha with Shėngjin will be 16 m wide, it will have pavements, bicycle lane and one of the most modern road lighting. It will set an example to Tirana Mayor of bicycles that have disappeared in the capital so that he restores to Tirana citizens the possibility of using this healthy vehicle,” said the prime minister.
PM Berisha said that the government has focused on infrastructure investments. The investments in Lezha set an example. The prime minister said that investments here have increased sixfold in the last three years.
« We have concentrated in infrastructure investments. I say, the investments in infrastructure have increased sixfold as compared to the last three years. Lezha is not the favorite as the proportion is 2.5 times higher for Saranda and other districts. We have multiplied investments and this has been the direct result of fight against corruption,” said the prime minister.
The prime minister said there has been a greater care for this region. A few months ago the sewage treatment plant, worth 3 million Euros, was inaugurated so that the bay gets no dirty waters. The water depth in Shėngjini port has reached to 7.3 meters from 4.2 meters it used to be. There has been great care for this region and as the road driving to Velipoja and Ulqin is completed it will turn into a long tourist artery,” said the prime minister.
Accompanied by Speaker of the Assembly Jozefina Topalli, Transport, Public Works and Telecommunications Minister Sokol Olldashi, parliamentarians, local leaders and citizens, PM Berisha walked on foot along a part of Lezhė– Shėngjin road.

Investimi
Burime nga Ministra e Transportit thanė se njė pjesė e projekteve pėr ndėrtimin dhe asfaltimin e rrugėve do tė financohen nga buxheti i shtetit, ndėrsa pjesa tjetėr do tė financohet nga investimet e huaja. Ndėrkohė nė mbledhjen e kaluar tė qeverisė u miratua marrėveshja mes Shqipėrisė dhe IDA-sė pėr investimin nė rrugėt dytėsore tė vendit tonė. Par sipas marrėveshjes pėr rrugėt dytėsore u dha njė fond prej 20 milionė dollarė. Ndėrkohė do tė financohen vetėm ato rrugė, tė cilat projektet e tyre i plotėsojnė kriteret e pėrcaktuar nga Banka Botėrore.

Buxheti
Nė buxhetin e vitit 2008 fondi pėr ndėrtimin e rrugėve nacionale nė saje tė investimit tė brendshėm ėshtė 12.415 milionė lekė. Pra 45 rrugė do tė ndėrtohen me anė tė investimit tė brendshėm. Po me anė tė investimeve tė brendshme do tė realizohet sistemimi i asfaltimit dhe sinjalistika pėr 48 rrugė nacionale. Ndėrkohė nė buxhet me fondin e financimeve tė huaja ėshtė parashikuar ndėrtimi i 20 segmenteve rrugore. Ku gjashtė nga kėto rrugė do tė jenė me katėr korsi, ndėrsa 16 segmente rrugore do tė jenė me dy korsi. Pėr ndėrtimin e kėtyre rrugėve ėshtė dhėnė 45.410.521 lekė kredi dhe grand 593555 lekė.

Kryetari i Bashkisė sė Tiranės prezantoi gjatė pėrfundimit tė punės nė segmentin e parė tė Unazės sė Vogėl, politikėn e re tė bashkisė sė kryeqytetit pėr qarkullimin e konkretisht,domosdoshmėrinė pėr tė vlerėsuar korsitė e transportit publik dhe pėr t’u dhėnė mundėsi qytetarėve qė tė kenė njė alternativė tė qėndrueshme dhe tė besueshme tek transporti publik. Sipas Ramės, ideja ėshtė qė nė tė gjithė Unazėn e Vogėl tė ketė njė korsi vetėm pėr autobusin, pėr biēikletat, pėr taksitė dhe ambulancat. “Kjo ėshtė njė korsi qė qytetarėt do ta shikojnė ēdo vit e mė tė pranishme nė rrugėt e kryeqytetit dhe kėshtu Tirana inkuadrohet nė njė politikė europiane tė kufizimit tė trafikut pėr makinat dhe tė hapjes sė trafikut pėr transportin publik, nėpėrmjet mjeteve tė kėtij transporti. Kėtė korsi ne e kemi filluar dhe tani funksionon tek rruga e Laprakės deri tek Zogu i Zi. Kėtė korsi duam ta fusim dhe nė Unazėn e Tiranės“, (unaza ekzistuese) - u shpreh Rama.

Pėr kėtė, Bashkia e Tiranės po punon pėr tė hequr tė gjithė parkimet nė Unazė, duke e kthyer krahun e djathtė nė krah lėvizjeje tė saj. Pjesa tjetėr do tė jetė pėr automjetet dhe Unaza e Vogėl do jetė vetėm me njė lėvizje, ndėrkohė qė do sistemohet edhe pjesa tek kalaja. Rama tha: - “Po presim pėrfundimin e studimit tė kompanisė gjermane me tė cilėn po bashkėpunojmė, pėr tė parė zgjidhjen e duhur, nė mėnyrė qė tė jetė zonė pedonale. Unė besoj se kryeqytetasit dhe kryeqytetaset i kanė vėnė re shenjat e dukshme tė pėrmirėsimit tė trafikut nė Tiranė, falė njė bashkėpunimi tė ngushtė me Policinė Rrugore tė kryeqytetit“.

Pėr tė minimizuar pengesat nė trafik u realizua alternimi i punimeve. Trafiku nė kėtė rrugė do tė lėvizė nė njė sens, nė atė antiorar.


Zbatimi i punimeve dhe realizimi i objektit:

Kryerja e punimeve ėshtė parashikuar tė realizohet duke e ndarė objektin nė disa segmente nga pikpamja e zbatimit dhe konkretisht:

1.Segmenti nga rruga e Kavajės deri tek rruga ”Myslym Shyri”, me gjatėsi 350 metra linearė dhe me gjerėsi 10 metra linearė.

2.Segmenti nga ”Myslym Shyri” deri tek Bulevardi ”Dėshmorėt e Kombit”

3.Segmenti nga Bulevardi ”Dėshmorėt e Kombit” deri tek rruga ”Punėtorėt e Rilindjes”

4.Segmenti nga rruga ”Punėtorėt e Rilindjes” deri tek rruga e Dibrės.


Aktualisht kanė pėrfunduar punimet nė segmentin e parė, pra nga rruga e Kavajės deri tek rruga Myslym Shyri”, me njė fond prej 80 milionė lekėsh nga tė ardhurat e Bashkisė sė Tiranės, ku janė realizuar dy korsi pėr lėvizje dhe njė korsi preferenciale pėr transport publik dhe lėvizje emergjence.

Kėtė javė pėrfundojnė punimet nė segmentin e dytė rruga ”Myslym Shyri” deri tek Bulevardi ”Dėshmorėt e Kombit”. Aktualisht nė kėtė segment kanė pėrfunduar punimet pėr shtresat rrugore dhe po vijohet me shtresėn e asfaltit.

Si rezultat i zbulimeve arkeologjike tė mureve tė vjetra tė Kalasė, lindi domosdoshmėria e modifikimit tė realizimit tė punimeve nė segmentin e tretė dhe tė katėrt tė kėtij objekti.

Deri nė gjetjen e njė zgjidhjeje pėrfundimtare, sa i pėrket ruajtjes sė kėtij zbulimi arkeologjik dhe lėvizshmėrisė nė kėtė aks rrugor, Bashkia e Tiranės ka riorganizuar punėn duke parashikuar sistemim tė pjesshėm nė kėtė zonė.

Firma ndėrtuese: “Fusha” sh.p.k.

Vlefta e punimeve tė kryera nė segmentin e parė: 80 milionė lekė.

Burimi i financimit: ardhurat e Bashkisė.

Ide e mire, nuk mund ta shaje Ramen, meqenese keshilla per te ardhshmen eshte qe ska kuptim qe bicikletat dhe autobuzat te kene te njejten rruge, bicikletat kane rrugen e tyre. Po mire, dhe kaq mire eshte se une kerkoje nje luks duke pare rruget e tiranes.

Nuk dua te bej pohime te gabuara, por si tipologji edhe pse e rradhe, mund te egzistoje.

Problemi eshte se ne Tirane, zhvillimi i i pakontrolluar i viteve 90 i ngushtoi rruget egzistuese me ndertesa e shtesa abuzive! Dhe shpesh hapesirat rrugore nuk lejojne qe te aplikohet nje seksion rrugor normal!

Megjithate ne qender, edhe ne kryeqyetet europiane (mbase jo ne te gjitha) eshte "luks" kalimi vetem per bicikleta!

Eshte rruga e pare per bicikleta, por eshte rruga e dyte per autobuze.

Ne fakt korsia e pare e dedikuar per autobuzet eshte nga Zogu i Zi ne Laprake dhe egziston prej rreth 3-4 vitesh (?)

Ne fakt "Roads And Highways" besoj se ka te beje me artieriet kryesore te transportit nderurban. Si ketu ashtu edhe ne forume te tjera.

Nuk ka problem ky rast! E rendesishme eshte qe te vendoset ne vendin duhur here tjeter dhe qe ta dine edhe te tjeret.

Ne menyre qe te mbajme forumin te organizuar.
