Air pressure? No pilot should have a problem with air pressure in 800m height

Have you any concept of how high 800m is? we're talking about a tenth of the height of everest, and around a fiftieth the cruising height of an aircraft. To put it in perspective, the highest city in the world is about 5 times as high as burj dubai will be, this means that by your logic every pilot there will be in complete turmoil, in fact they cope quite well. air pressure will have very little effect at the top of burj dubai if any.

Dubai could quickly become a 10+ million city if it opens itself up to African/Middle-Eastern/South Asian migration. UAE nationals are already a minority.

Attracting Westerners is different. Why would people abandon their already good lives in London/New York/Paris/Moscow/etc in favour of Dubai?

Lots of reasons, starting with the fact that there are no taxes to pay.

Which is why there are huge numbers of Westerners already there, and increasing all the time.
