I can imagine because of safty reasons that they do this.
I would presume they need certain messures to escape stairways.
If you would put it to high they would loose to much floor space to cover cost?
I would imagine that the main deck stays at level 119 and you can get a max x amount of persons to go to the top at the time.

I remember when flying EK, you get to see the altitude of the airplane at all times through the screen. When we flew two minutes into the flight, we were very very high. The screen says 700 meters and already the people are invisible!! I cant imaginge Burj Dubai being 800 meters, which would take 2 minutes for a plane to ascend to that height normally!!!

Finnaly BD holds the first WR:
Height to Roof :

?.BD-Level 1 (artificial ground) to the height of the last completed floor 126f - 450.61m - 1,476 ft
1.Taipei 101 - 101f - 447.8 m - 1,469 ft
This record will officially remain in the posesion of Taipei 101 until BD completion....until then BD will only hold the unofficiall record as tallest in the world at this catagory

I have mentioned what hight..and also...that the record is unofficial.....my opinion is that BD is at 450m I don't need EMAAR press release to know the hight of the building.....
If no one believes me I dare u all to number the floors of the building you'll all se that it has 126f and that my record is right...BD has the tallest floor in the world at 450m
