Is it true that the worker who was supposed to be on that crane arrived late at work this morning, thus escaping death?

Yes! The crane driver was late. A delivery driver also parked his lorry waiting to be unloaded and was in the security office when his truck was destroyed by debris from the accident.

Given the fog this morning it's quite possible that this wouldn't have prevented the crash.
When a pilot is flying under Visual Flight Rules VFR and flying in adverse Visual Meterological Conditions VMC then he MUST descend and maintain visual contact with the ground, but not lower than 500ft. This means that as he was flying in fog he would have been following the ground features and his instruments and not having much need to look forward.

You can clearly see in the pictures above how this building and crane are literally lying in the middle of the road for London navigation (Thames river is the recognised route to be maintained while traversing London).

and to think this happened under 200m, imagine when it had hit The Shard at that height.

The crane operator wouldn't have been in the crane even if he was on time. All 60 construction workers were in the regular morning security briefing

The crane driver was interviewed on BBC today and made no mention of any security briefing. He said he was a full hour late and should have been in the crane at the time of the incident. He arrived at the site just a few moments after the collision.

Either way if the crane driver had arrived on time the accident might not have happened at all, because the crane might not have been left in the same position. .
