Been waiting on this one for a long time. Glad they haven't changed the design. About the best circular tower. Modern and elegant as well.

And it's massiveness will be enhanced by its location right next to the Thames.

That's called balconing.

Even though people generally do it from the 1st or 2nd floor, not from 181 metres above ground.

It will look even more massive because it's located right next to the Thames. Towers next to rivers or lakes usually look more impressive.

Out of all new London skyscrapers this one is my least favorite. I'm not a big fan of the design, and also I am a bit concerned about the location. Though I can't speak of location too much as I am not familiar enough with city's topography.

Least favourite. Agreed! Just a very bland design; very Dubai-esque...
What about the location? Could be better used I guess but what do you mean exactly?

In such cities like London I guess we can't expect that all skyscrapers will be built one next to another in clusters, and what is more I guess local dominants are important.

However I wouldn't like such landmarks as Buckingham Palace or Parliament House to be dominated by very nearby Dubai-style towers...

Fair enough. I think a tower like this would work well as a filler; something closing a gap between taller 'sexier' towers for example.
This location could be used for a more 'emblematic' project; no doubt.
