an answer from NAPI:

Dear Sir,

We would like to inform You that the rehabilitation works at the noted from You road III-208 are finished in 2007. The road is open for traffic of motor vehicle.

The road II-73 is in very bad condition in the part from the border with Shumen region and Karnobat city and we do not recommend it for traveling.

Our opinion is that the road recommended for passing via Stara Planina (Old Mountain) must be Varna-Obzor-Burgas and Kotlenski passage.

yes, but - behind WTF - I don't understand which road to take to cross from Silistra to Lesovo.

There is no need to pass through Karnobat. From Kotel you go directly to Yambol. Also on Yambol you bypass the city through a bypass that's quite far from the city. The road is as following:
-Silistra-Shumen, not very good road, quite bumpy, but still no real potholes, you can drive 80-90 without problems
-Shumen-Omurtag, good road
-Omurtag-Kotel-Yambol, good road
-Yambol-Elhovo - the worse part of the trip, very bumpy, and also some potholes, speed 50-70 km/h
-Elhovo-Lesovo , good road.

I travelled on Targovishte-Omurtag-Lesovo part 2 weeks ago, and on Targovishte-Silistra part in January 2010.

But why go through Sliven? This is an unjustified detour. There is direct road Kotel-Yambol (road 48 and road 7), and these roads are very good.

This is a "general development plan"(I'm not sure if google translates it correctly) of city of Burgas. In the upper part in the picture are visible the end of Trakia Motorway A1(purple road,exists) and the south beginning of A4 Cherno More Motorway(blue road,to be constructed):

Lyulin is on the south-west side of Sofia going south. North is Hemus. East is Trakia.

I realized that Lyulin highway route will be through the north of Sofia, at the intersection with Highway 2 to Hemus Pernik, to intersect with the Struma motorway .
