A dramatic and sorrowful discussion is led in Bulgaria about the third and most difficult section of legendary shiny Struma autobahn[A6] Blagoevgrad - Sandanski or the Kresna gorge part. This part passes through a highly seismic zone and Natura 2000.

As I told you the initial plans were to build a full-standard motorway with 2 2km tunnels and one 13km, which would have been the longest motorway tunnel in the world as far as I know.

Then the government made a statement that this might be rejected because of financial reasons and the current road might be expanded from 2x1 to 2x2.

Currently, ecologist are gathering forces to change these plans and prevent the government from expanding the current road. They suggest that the newly proposed declassified four lane road should be returned on viaducts and in tunnels similar to the initial plan.

Quite a slovakian story here too

As I fell in love with the initial plans I would say only-"God damn it!".

Тhеrе must be a mistake on that picture! The white line, which is seen there is the new railway track, 17 km long, from Svilengrad to the Turkish border! It is not the Maritza motorway (highway).

Thanks!
I've been using both the Navteq and the TeleAtlas maps, both have quite an extensive coverage of Bulgarian roads and POIs. I personally prefer Navteq. I don't really know about Topmap but I'm sure that the Liulin motorway isn't on any of them, as it was opened for traffic in 2011. Don't trust the GPS completely, especially for choosing routes, as in Bulgaria they have the tendency to choose the worst possible route with the poorest road conditions, potholes etc. Be sure to look at this before you leave: Road Quality Map.

When did construction commence on this section? I can't find a source for that the NAPI site. Only about some archeological exhibition.

That is correct. The northern part is not going to be widened but bypassed instead. If you go to openstreetmap.org you can see the planned route marked with a blue dotted line closer to the city than the current road.
What you see on the pictures is a few km stretch southwest of the end of A1, extending the already widened section (marked in green) eastward to "Business park - Sofia" (to the green dotted line).
