I think structural integrity of the columns of Bebresh viaduct at this moment isn't an issue, at least not because of their poor-looking state. If there is some risk in case of earthquake, it will be not becuase of the fallen outside layer of the protective cement stucco, but because the anti-seismic norms back then when it was built were different and not that strict. But anyway I think it's time some repairs of the protective stucco on the outer surface of the colums should be done. Better like this repair of columns of a railwaybridge, shown in these post here and here.

I would worry more about plates on the columns which hold traffic surface. Usually those are more exposed to elements and are under heavy load, mostly tensile stresses which are not good for reinforced concrete.
As for the columns themselves, they look safe enough, in normal conditions (without earthquake). We have similar viaducts which had similar damage (now refurbished) - but plates were at high risk of collapsing, not columns.

I would like to see a video of the E-79 nationalroad, zooming into the working objects of the Struma motorway and filming the temporary bypass, to see how long it is and where it leads exactly. Would be interesting to see, also if the Struma motorway will pass under, or over the E-79 nationalroad, does anyone have some information about that?

In the post with the pictures of A6 Struma construction that I cited, that information is already written (although in Bulgarian). It is also discussed with more details in the Bulgarian section.

A quite shortish update this time from the official site of the construction of the Danube bridge at Vidin-Calafat

22.04.2012 www.danubebridge2.com

Main Bridge

Construction of the bridge superstructure

Execution of a big segment for the bridge superstructure in the navigable channel of the river

Adjoining infrastructure

Shaping with parking elements of the slopes under the overpass at the entrance of Vidin

And this is all for this week...

Still not the final decision and not very clear where it will be applied, but a substantial step towards it:

Bulgaria Ups Highway Speed Limit in Controversial Move

April 25, 2012

Bulgaria's MPs have approved at first reading proposed legislative amendments that allow the country's highway speed limit to grow from 130 km/h to 140 km/h (87 mph).

"We want to increase the speed limit because of the new highways under construction and the new, high quality roads. The existing restrictions will remain in the risky road sections," explained Regional Development Minister Liliana Pavlova.

The opposition right-wing Blue Coalition and left-wing Bulgarian Socialist Party have harshly criticized the increase of the highway speed limit.

According to them this would cause a significant increase in fatalities and road accidents, which, having in mind the decrease in traffic accident victims over the past year or two, would take Bulgaria back to a very unfavorable situation.

Bulgaria's Interior Ministry initially rejected the idea for an increased highway speed limit. However, Interior Minister Tsvetan Tsvetanov has pointed out that the increase will be valid only for certain sections of the highways.

Good photo-report of the actual condition of the Shumen-Varna section of A2 Hemus (as commented before - parts of it is maybe the worst pavement on motorway in EU)

Why are there so many billboards? And half of them are even used.

Are the billboards legal as they are in the pictures?
Because they could cause the attention of the driver, and this could be very dangerous.

A law was passed, a few months ago, making them illegal. I'm not sure exactly when it's supposed to take effect though. On the other hand, having billboards next to major roads and highways is something very common in other places, the United States being a prime example of it. Here's a picture I took in July of last year close to Chicago.

They're not quite as close to the roadway, but are just as distracting. Some of them even have flashing lights. All of them are well lit at night.

Actually, the law that will move the billboards off the limits of the motorways, is not finally approved. It is the same one I cited few posts above (the one that will change the speed limit from 130 to 140 km/h).
So for the moment they are legal. All the billboards were used before the financial crisis, but it hit the advertisement business most hardly, so that's why many of them now stay abandoned.
