Right. You can see the latest signing in the State Gazette.

Ok. When have the works been started? I guess we will see the future numbering soon b/c the signs should be mounted before the opening in July.

What's about groundbreaking for the 2nd stage which was already tendered (see wikipedia). I guess this section will also be motorway-like, won't it?

The tender has been cancelled for that section, because only one applicant remained in the procedure. But two of the bidders appealed the cancellation and now we are waiting for the court decision. Depending on the result from the litigation, API will announce the winner (that decision also can be brought before the court ) or will retender it. Quite messy situation.

Any information? Could it been opened in 2014 or are there bigger problems?

I'm sure that Russia will make the same offer to any neighbour who might possibly be a help in their efforts to avoid deep and long lasting sanctions.

I am equally sure that once all the offers the Russians make are added up they will probably amount to many times the government budget in Russia every year.

Complete nonsense, Bulgaria will never see a penny of Putins dirty money no matter how many agreements he personally signs.

Just can't get this picture out of my head. Don Corleone making you an offer you can't refuse... out of the goodness of his heart of course, just lending a helping hand to a friend in need, no strings attached

I also don’t understand how come those projects can’t be financed through non refundable EU money but fully repayable loan from Russia may solve problem I know that Bulgaria receives relatively small EU money but it seems that they are enough. In EU budget 2007-13 half of A1 was built as well as some other motorway projects, railway line to Turkey border was upgraded and some rolling stock project were finalized. I don’t know about ports but EU funding can cover also those projects. Adding fact that we now enter 2014-20 budget there is enough money for another infrastructure projects with EU co-financing and Bulgaria doesn’t need Russia to do this.

Nothing will come out of this. It's all political theater. In the end I'm sure it will all be build with money from the cohesion funds or perhaps with government bonds. Bulgaria has a low debt to GDP ratio and can get low interest rate financing on the international bond markets if it needs to.

Bulgaria is still owed some money for 2007-2013 *as I understand* and the Lots from the Serbian border to Sofia may be funded under that plan ( not from the 2014-2020 funds)

Have a look at these.

from > http://ec.europa.eu/regional_policy/...nd_country.xls

Going forward the commitments are as follows and the breakdown of allocations by year and programme should show how these totals are to be spent. This is known as the "Operational Programme" and is published by government.
