Many streches built already before the 90s are built to the same or better specification, without being classified to more than a 1st or 2nd class road and with a 90kph speed limit. I am not sure how this one will be signed (speed limit, lettering, expressway sign). If it has a "blue motorway" sign, instead of a white car in a blue square sign, and a 120kph speed limit, it will be the first expressway in Bulgaria, properly classified as such.

Well, at least main non expressway roads with such specifications should be assigned an expressway number, some work has to be done in order for that being implemented.....oh, btw, thanks for the definition fellow!

Expressways don't. It is not obligatory by law. Motorways according to wiki have to.

Montana bypass is a 100kph standard, no hard shoulder. Perhaps 110kph at most like an Italian rural superstrada and 90-100kph near towns with more traffic.

Usually, in Bulgaria, a 100kph project speed would translate to 120kph speed limit.Which is also consistent with the law for expressways.

Your confusion might come from the fact that the 1st section of the Western Arc of Sofia Ring Road has so far been "officially" inagurated 3 times.

It does not. The interchange is currently under construction as part of the second section of the Western Arc of Sofia Ring Road which has not been opened yet.

There is a temporary at grade crossing and the full interchange is under construction.

The contract for design and build of lot 3.1 (Blagoevgrad - Krupnik) of A3 motorway has been signed. It´s divided into two subsections, separated by Zheleznitsa tunnel (in a tender procedure). The total lenght is 12.6 km and the price is 185 million levs, VAT including (95.1 million euro).
