End of May won't be a problem, but I don't know till when there will be border blockade. Our cargo companies have decided on revenge for the farmers. Border is going to be blocked for 20 hours every 24hrs.

However, after reading your post, I am a bit in a doubt whether you are making a difference between Sofia Northern Ring Road and Sofia Northern Speedy Tangent. These are completely different roads. The later is brand new.
I am also confused why are you expecting the Sofia Southern Ring Road. For transit between Romania and Greece you should be using the Northern Speedy Tangent as the Sofia Southern Ring Road would be mostly serving urban traffic.

The blockade will be enforced only during the Orthodox Easter holidays(29.04-02.05). But there's a fierce debate in Bulgaria right now about the blockade and it might not happen at all.

I call the other one just the ring road. On the map below the ring road is in black, while the tangent is in red and yellow.

Yep traffic signage in Bulgaria, in general, not only on this stretch of road is notoriously bad. There is no standard or policy how the signs should be done and they are very different even on parts of the same road and they are not very informative in general. It's discussed in the Bulgarian part of the forum all the time, in fact so much that everyone is annoyed by it.

Yes. (Northern Speedy Tangent is in construction now - will be opened for traffic on 1st of May, 2016).
