So assuming everything is completed on schedule, this building will have the 4th most floors of any building after Burj Khalifa, Shanghai Tower, and India Tower, and do I remember hearing it'll have the highest observation deck in the world? Cool.

Really don't think so. If it will have observation deck at highest possible point, that would probably be around 500m. Shanghai tower will bit it by 100m easily.

Lotte SEOUL tower's observation deck must open freely to the ordinary people(citizen) by the seoul's ordinance

52~76 Floors= Residense
80~110 Floors= Hotel

You confuse Shanghai World Financial Center with Shanghai Tower. I just checked at CTBUH, st will have observation deck at 565m so its even higher than total height of the Lotte tower.

I'm not sure if it is exaggerated; the Korea World Trade Center is quite a bit further away in this pick, and the Lotte tower is more than twice as tall (228m vs. 556m), and we know it's a very large building by area, so it may actually be that big from this perspective.
