The only problem with letting Seoul do what it's going to is that Seoul, or the big elements that have made Seoul what it is today--powerful megacorporations like Samsung, Hyundai, and LG--won't be able to do much for its future.

Korea has failed to move past its current stage of technological development where it would be a true rival of Japan and Germany, and has stayed in a spot where China will easily overtake it. ("Business experts: policies need to go back to times of 'catch-up'")

This is in part because all of the economic strength of Korea is centered in businesses which are centered in Seoul; Samsung, Hyundai, and LG are powerful enough in their positions that they have reasons to resist newer, more innovative companies coming up under them to outdo them in terms of technology development, and having some control over national governance is how they do that. Therefore, Korean companies fail to enter the leading edge of technology development in general ways, but instead can claim leadership in very specific ways which the chaebol specialize in, ways that are easy for rapidly-growing Chinese companies to catch up with.

If Korea is to diversify and become a stronger, happier country, it can't rely on Seoul and a handful of companies to keep making things better; Korea can't be the "Republic of Samsung" anymore. You're right that they shouldn't try to force that kind of change by making Seoul weaker, but because the government is too weak to stand up to the chaebol directly, they're doing the only other thing they can by trying to weaken the chaebol's power base: Seoul.

The Winter Olympic's will be heading to PyeongChang 2018,, the World's Eye's will be on S. Korea,, They will show many picture's of the closest Major city... Seoul (180km)for TV coverage,, and this tower will be 1 bad boy to show off!!!! "Let's hope Busan lotte tower, 250km from Olympics, starts it's ascend!!! They can also showoff Busan, for the World to see." If Russia spent Billions of dollars for the Olympics, in Sochi,, (middle of nowhere),, why can't S. Korea?? The Lotte Tower will rise, but if you people haven't checked out Busan Lotte Tower,, it's a Magnificent structure as well. TALL!

Sorry Inno4321, I love this Tower, but I just like Busan's design a tad better.. A little shorter but just Elegant, I hope it goes!!!!!

Chaebols set just their headquarter offices in Seoul but their manufacturing bases are located in outside Seoul, all around the country, like, Samsung in Yongin-Suwon-Dongtan, Hyundai motors in Ulsan, Kia motors in Gwangju, Hyundai steel in Dangjin, Hynix semiconductor in Icheon, Hyundai-Samsung-Daewoo ship building docks in Ulsan-Geoje, LG electronics in Paju, Changwon and so on.


and I think Seoul-centralization seems to be not that related to the technology advance aspect. Currently Seoul shares just a portion out of whole country R&D capacities.

Manufacturing bases aren't where technological advances usually occur. That's what R&D labs are for, and many of those are either in Seoul itself or in Gyeonggi-do. Additionally, Korea's major research universities (SKY) are all in Seoul.

Besides, in terms of securing funding for R&D and ensuring that there's a populace just begging to get into the chaebols' doors for work, i.e. determining education and labor policy, what you need is access to government. Hence, most major companies in Korea (and also foreign businesses hoping to do business there) maintain either HQ's or large offices in Seoul or nearby, even if they have operations elsewhere.

If Sejong is gone through with over time, I'm willing to bet that a lot of companies set up major offices there to maintain access to government. Hell, they already have the national government complex in nearby Daejeon. Maybe, in that sense, Sejong will be a great success.

Chaebols locates their HQs in Seoul not only for access to Goverment but also for funding, sales & marketing, transportation, glolbal access and all such. Seoul is the like of London in UK, Paris in France, NY in US, and so on. Sejong is not the place ever.
If government is to press Chaebol to move its HQs to other places, it'd be very absurd and irrational pressure.

and currently, although Seoul is still the mega hub for R&D in korea, but the portion is getting smaller strikingly.

It's a Tower, so it will be completed "when it gets completed". But the Tower needs to rise some 200 more meters, and then some additional work remains before the tower can officially open. So a 2015 completion is already unrealistic. I'd say late 2016.
