Last but not least: The sign is on concrete. But there should be no concrete above the highest floor. Only steel beams for the crown.

It can of course still be a mechanical floor, or a temporary sign for the workers to know where they are.

So ordinary people & citizen can't go there 124fl

Yes, that particular project was, and I sincerely doubt that any project for Yongsan will end up having half as many supertalls. However, it will most likely be developed at some point in the future (though who knows when), and considering Yongsan's location within Seoul and the presence of Yongsan station--which is a major station both for Seoul's metro and the KTX system--it will probably have one kind of landmark building which is a tall supertall.

We just have to be patient...probably very patient.

here is a label showing the 125th floor. apparently its common practice to indicate service floors like that, although officially there are just 123 floors.
more interesting about the sign: It shows the height: 514.25m
so this should be the official roof height.
