Yes, this tower is rising on the Puxi side, i.e. the west side of the Huangpu River.

It is not rising yet! Those pictures with the crane clearly aren't the main tower. None the less, the piling is completed on the main tower, and they are excavating the site, similar to the way the Shanghai Tower started. A year from now, and it may look like the Shanghai Tower does now.

That is technically Puxi; but this particular area is actually north of Lujiazui, downstream from the downtown bend in the river. The locals actually mostly call it "subei", as in north of Suzhou creek, and it was near or in the American part of the international settlement back in the days.

The typical part of "Puxi" that people think of and have pictures of are either around People's square (Huangpu district), near Jing'an temple (Jingan district), or a few other commercial centers like Xujiahui or Hongqiao. All of these are further to the south, and on the other side of the Suzhou creek. This area of Shanghai is actually not that developed compared to either Lujiazui or Puxi proper.

thank you for the information.
however that region seems to be perfect for new tall buildings when needed

Yes, it appears that they are using the same method to build this as the Shanghai Tower, top-down. I'd say they'll be digging for another floor or so before they do piling and pour the raft.
