I agree that, this project execution is awful and has put brakes on Chennai's development. But, again execution in the above compared cities is equally bad. HYD's ORR is yet to start, airport connectivity is still a pipe dream. BGL has similar problems with airport connectivity projects etc.

I don't have any problems with criticising Chennai projects, but judging it worse than other comparable projects in other cities is incorrect.

I guess its a question of 'glass half-empty' vs half-full' .. the perspective among some forumers seem to be that there are a few other Indian cities that are actually worse than us and we shuld take note of it and appreciate where we are. I took note of HYDBD's actual airport construction and criticized Chennai .. but you took the bad examples out-of HYDBD.
We can pick what we want -- but the truth is that the competitive
juice is running dry & thick with Chennai/TN Politicos.

On the contrary, I feel, we should raise the bar and compare our administration with cities of international standards. Most of us, who
visit this website and opine one way or the other, I feel are competent and very sharp individuals.. We set different standards at work and raise to challenges in a very sporting way everyday. My question or predicament rather is -- why don't we hold our officials that work on our tax money to the same stringent standards ? If we look upon them condescendingly I think we have failed in our duty as the watchdogs -- we just need to bring in the international exposure we've had and participate in the process.

Arul

Thanks for the update. I am sure IT corridor, when completed, will look much better than any other roads in South India.

We are talking of Govt executed projects. HIAL is built by private consortium. Moreover, this private consortium got the whole land parcel already acquired whereas our folks had to acquire land and build the road. The comparison is not valid.

However, it has to be accepted that the IT corridor project execution is a failure. Problems with STPI extension adds to that. The only thing that can save this area, is the residential construction activity around this place.

Almost all over India, the delay in the Infra projects starts with the Land acquisition and the local politiacl minnows make money by filing cases and demonstarting with local people. If the local Govt has a clear acquisition policy, this may be avoided. Giving market rate (or lesser rate with alternate land) and passing a resolution in the assembly will negate this delay.

Then the technical evaluation and cost calculation. To get the project through, cost is suppressed. With the time delay, project over run happens and cost is escalated. This process adds to the delay.

There is a plan change and addition of features ( for eg: flyovers on OMR), which adds to the delay.

Then the payments to the contractors. This also many a time adds to the delay.

NHAI has come over these problems atleast in many important states and other Govt bodies can take a lesson.

Planning is very important. Taking a few months more for planning may reather help the speedier completion. We are hardly given time for this as the deadlines are fixed by those who are not aware of the modern methods. Traffic studies done 5 years back were given as input data. OMR has seen a sea change in the last 5 years. The housing boom along OMR does not even figure in the studies.

Though the world Bank and ADB are more stringent now a days wrt the planning and execution, judiciary stilll is used as a speed braeker and nobody can question the judiciary. May be fast track courts can be introduced for solving these cases with consultants panel.

Most of these problems may be solved, if the Govt restricts itself to a minor role and allow the private players to handle. Due to sheer market forces, the private players have to deliver in time and within the cost.

Gujarat Govt has taken many initiatives along these lines and I hope that those succesfully completed projects will encourage other states to follow soon.

For eg: Rotary Club was roped in and smaller check dams were constructed in one district with the co operation of the local people (labour). What the Govt could not do in 50 years, the local people with the help of the Rotary Club finished in 2 -3 years. The whole district has surplus water now, compared to the near total drought all these years.

Rural Electrification and the Rural Education (with English Medium sections) are the other 2 areas where we can learn from them.

Already the politicians have learnt a bit and are playing the CEO roles of their respective states. But the system (probably designed by the British) defeats any new initiatives. The system has to be changed.

For me it took 25min to clear Tidel signal from SRP one month back in evening!! So 75min for 6-7KMs??

IT corridor b.w SRP-Madhyakailash needs some special attention to solve this traffic problem!!

Waiting with bated breath ..

SEEMINGLY UNMINDFUL: Giving a go-by to the overhead footpath, these IT professionals look like not minding the risk involved in waiting to cross the road near Tidel Park, Taramani.

I won't blame them. The FoB is not well integrated with the station or the Tidel Park and FoBs as such are not the easiest way to cross roads. What the people are edointg is a natural reaction.. such things even will happen in the west if the roads/crossings are poorly planned and are not people friendly.

Well, I agree that FOB is not the easiest way to cross the bridge. But I definitely know crossing the median and the road is not wiser/easier than FOB!
