Why is still listed as u/c!?! An empty pit full of water does not qualify as an active site. It doesn't even appear to be under prep. More like: On-Hold. I know that that isn't what everyone wants to hear, but look for yourselves. Does it look under construction?

You can see workers working. That is called U/C Under Construction. On Hold is when the construction has stoped and will not continue.

I can? Do you think that you could point out these workers? All I see is one guy just standing there with his hands in his pockets, and probably thinking, " this will never be built at this rate of progress". Surely, you must be joking!
And by the way, on-hold is not " when it has stopped and will not continue". We here at Skyscrapercity would call that "Cancelled".

The tower is actually the 2nd stage of the project, the 1st one is the giant staricase on the right.

I totally agree, seems to be a disconnect for projects listed in Moscow and the rest of the projects on SSC.

Example Federation Tower never went to a status of hold, even though there was no construction for at least a year?

I think the moderators need to look at this double standard.

I dont have a personal vendetta towards projects in Russia, I do like a lot of these projects, but think we should apply the same rules to these projects as we apply to the rest on SSC

I due fairness, I heard that at least internal works have been going on in the Federation Towers. This has no progress at all.

as said, site is divided by two plots - 2 and 3. there is metro and mall entrance under construction on east side - plot 2.
