That is some 50 km south of Salzburg between Werfen and Pfarrwerfen. By the looks of it you took the hike up the castle.

Indeed, the picture was taken from Hohenwerfen Castle. As the area was superb, yesterday I returned there for more sightseeing.

I drove up on this steep road (21% incline) - you can also see the castle in this picture and the mountains where I went (on the right):





While driving up on that road, at one moment I had the opportunity to see A10 autobahn below like this:



This is the valley seen from the top. You can also spot A10 autobahn running below:

In case you are wondering, that's Eisriesenwelt, the largest ice cave in the world (there were 0°C inside, while 30+ outside).

A10 is my favourite motorway in Austria, and one of the most favourite in Europe at all.

I climbed the lazy way (it was over 30 degrees outside, too much to hike in the sun).

A11 Karawanken tunnel

Best order principle

ASFINAG has a new rule for awarding contracts with an amount of minimum 1 million € since yesterday. The best, not the cheapest order will be chosen and the bidder must specify which sub-contractor will be involved. There were already 8 pilot projects and the costs did not increase! See press release.

It's just reported that there are 'bis zu 18 klar definierte Qualitäts-Kriterien' (up to 18 clear defined quality criteria).

I guess 18 criteria for "big" contracts and less than 18 criteria for "small" contracts.

The Netherlands has EMVI; economisch meest voordelige inschrijving, translated as the 'economically most valuable bid' which includes more factors than price alone. The environment, construction time, traffic impact and social factors are all included.

Regarding the subcontractors, the new rule will require critical parts of the construction to be done by the main contractor, hoping to increase the quality.

That sounds very reasonable. My German is terrible, but the way I understand it those eight pilot projects were only applying the subcontractor rules, not the new tender criteria. The press release mentions those criteria measuring up to 10% in relation to price, I don't understand that bit. I wonder how all those 18 criteria (plus price) would be weighted when choosing the best offer.

I think if there are two offers and the price of one is 10% higher but fulfills all 18 criteria, and the other offer does not fulfill any criteria, the price would be virtually the same. But I've no idea if I'm right and how it's assessed.....
