so what will be prefered for building new roads in austria, especially motorways, concrete or asphalt, as I see, more and more motorway secions get a layer of quality soft asphalt, instead of unconfortable concrete.

According to Asfinag the construction of S7 should start in 2010 for the west part and 2011 for east part. The whole section is planned to be finished in 2014.

Why in the world should the construction take so long??
With today's technology, there is no reason why this construction should take more than one year.
I thought that only in Romania infrastructure construction would progress so slow. Even here, I see changes: recently I saw motorway construction underway at midnight between Saturday and Sunday, and also on Sunday evening.

Yes, but Romania needs the motorways as fast as possible, if Austria has some regular road where the new S Strasse will be and the normal road isn´t too crowded, they don´t need to hurry.

Are there any motorways closed in Austria due to the flooding in the north?

8 km long TBM boring under Danube is not quite an easy undertaking.
