I have a question

What happens when a building like this starts rising directly next to another and starts covering the side windows of the adyacent building? Are the people that work or live there forced to block them? "Hey, we're making a building here, you'll have to get rid of your lovely window, sorry."
I had to ask this kind of things don't happen usually in my country, and I've seen tons of cases like this in other parts of the world, specially in cities like NYC or Chicago.

That's why so many buildings in NYC have blank 'party walls': to accommodate a future neighboring tower that would block views. In some cases where a neighboring property is landmarked or the air rights sold to another project, that party wall can be later opened up with windows. If there are windows and views being blocked the property owner can either negotiate with the neighboring developer to change the design or pay to fill in their windows. Or they can just fill them in themselves.

Does the tenant get money from the developer of the other building to offset the lower property values of having fewer sunlight?

So are there a lot of apartments, or at least bedrooms, that have no windows at all? I could not imagine having a bedroom with no windows. It would be a prison cell.
