I'm eagering to see the skyline of CHongqing beside Yangtzeriver. there's no super tall building in Berlin here, which looks so bored..........

I think it's a wind shield to let the concrete dry on certain levels; as the tower moves up you'll see the tarp being removed from the lower levels. Also it probably has some safety aspect, but I've also seen buildings in China without this, so idk.

For some reason most sources claim this tower will have 290m only, but it is indeed 300m according to the architect website.
