My understanding is that if something is outside the city limits its outside the city, maybe in the metro area but not the city itself. According to Wikipedia La Defense is divided between the towns Nanterre, Courbevoie, and Puteaux, which I think are separate from Paris.

I want to be president of France and I will say that Paris is all France.
Never mind it will be mostly rural, it will be the world biggest / largest / most populated city....
Bonus: I will say that the tgv is now called a metro so that we have the world longest/ fastest metro...

You should not be so attached to administrative limits as it greatly depends on each country (even on each city)...

So how does it work in France? From my understanding, Nanterre, Courbevoie, and Puteaux are different cities that border Paris. Are they just divisions of Paris? Where does Paris end if not for the administrative limits?

Ok you are very right. Nanterre, Courbevoiie, Puteau are not the city of Paris...
By the way do you know Chongqing? It is the most populated « city » in the worl. Of curse that quit easy when you call a city something which is mostly rural and is bigger than Austria. The urban area of Chongqing however has far less inhabitant than the city (it still has 7/8 million inhabitants but not 28 million).
In my opinion, a person living 10m outside the « city » of Paris but working in Paris, buying in Paris and so on, live in Paris. On the other hand, a person living 200km away from the center of Chongqing...

To sum up, you are right technically. But I don't think it is fair to just look at name or administrative limit.
Calling a small tram a metro should not made it an heavy public transport; saying a city has administrative limits should not make its suburbs a separate city that can be considered apart from the main city. Otherwise, you can't go by plane to Paris (the city has no airport). The same is true for Brussel... The 2008 Olympic game didn't took place in Athene but in Maroússi...

That my last post on this subject as it is not really interesting and more hair spliting.

I can't wait because its time to see a tall tower on this left side of La Defense District and 40 meters taller than Ariane Tower is not bad.
