Basically what is needed is:
-longer franchises ( with termination clauses if the operator makes a mess of it)
-a franchising process where past performance is given a heavier weight.

Diesels under wires - yes its bad, but this will change. Unfortunately the government decided many things that have just the use of sufficient electric trains to make the most of the network. Firstly they decided that electric trains weren't more efficient and diesels were more adaptable. This silly state of affairs lasted quite a few years, during which the industry slowly stopped purchasing diesel trains as it became more and more obvious that the government was living in cuckoo land and would eventually change its mind.

Then it also tried its hand at procuring a replacement for the HST, in order to achieve economies of scale and obtain a cheap and timely replacement, that would fudge the electrification issue by being bi-mode where necessary. So inevitably the govt procurement programme was delayed, confused and costly, and final product being equally so, and much negated by the govt subsequent decision to electrify much of the routes that the bi-mode was needed for.

However, in the end it looks like it will turn out OK. The IEP, HST replacement, will eventually just be a good japanese medium speed long distance EMU, much more of the network will be electrified and basically everything gets better.

One interesting note - apart from the WCML, one cannot really use any more EMUs / electric Locos. Reason being eg the ECML, electrified in the 80s, but with an insufficient power supply for the number of trains using it, so its actually a blessing there are some diesel HSTs that can operate on the line as well. And also remember there are lots of unelectrified branches to Hull, Bradford, Middlesborough and Sunderland.

Times are a changin' though.

I'm not a massive fan of the IEP, but only because it uses sliding doors and not plug doors. Seriously, I'm that pathetic.

You must hate the Javelins too then

The IEP, if it ever gets deployed, IMO will be a perfectly OK relatively bog standard train.

Bingo!

The Javelins look worse, imo; Too-short carriages, discontinuous roof-line, sliding doors.

You know, if it's a high speed train, it should at least look the part, right? Those AC boxes on the roof would cause some air resistance, surely? Why not fill in the gaps between them?

Is there any intention of upgrading the power supply on the ECML? Perhaps when the line is re-signalled for 140mph?

Yes to both. Power supply upgrades will take place in advance of the IEP, and the ECML is scheduled to get ETRMS in the next 10-15 years.
