maybe those red fences around the exits means something...

Recently most rest areas in autostrade have been/are under upgrade/renovation. I wouldn't be surprised if this would be next

No, you can. We can agree on the fact that it can be dangerous, but as a matter of fact you can.

while we are waiting for the full opening of the A28 motorway (last rumour: tomorrow!), enjoy this celebration video of the Catania-Siracusa motorway , opened last dec. I'll give you some data, because of italian speaking audio: total lenght 25 km, construction time 4 years, budget 723 millions of euros, average daily personell (workers and clerks) 1400, max 2000 , 8 tunnels ( 3 of them cut -and-cover; max lenght 3 km, San Demetrio ), 6 viaducts max span 120 m

... only 30 years! what a nightmare!
Ecologists for the last track, the lotto 29 (Pianzano di Godega di Sant'Urbano-Conegliano, 4500 m!!! ): the motorway pass through a zone called "i pal¨" (the ditches-wellsprings), a rich and nice countryside just outside Conegliano (San Vendemiano to be precise, the village where's alex del piero born), but nothing worthy of state/regional/provincial/park!
Anyway their complaints retarded the choise of the track and this affected the previous track, the lotto 28 (Sacile ovest-Pianzano...).
p.s. San Vendemiano and Nova Gorica are twin town.

A28 OPENED THIS AFTERNOON!!!
first pic of the opened junction I found (source: oggitreviso.it)

on the left Zaia, governor of Veneto is pointing Portogruaro, junction between A4 and A28, on the right Tondo, governor of Friuli Venezia Giulia, pointing Villesse, junction between A4 and R.A. to Gorizia/slo, in front of the motorway map of the Autovie Venete concessionaire:

Second pic I found: from Belluno/A27 towards Conegliano exit or A28 ( source: gazzettino.it)

I'm not so sure... there is a major ski resort destination further north (Cortina d'Ampezzo), but I'm not sure there is enough traffic to stretch a motorway up there. Extending it to Longarone, and then improving routes to 1+1 strade a scorrimento veloce.

Extending A31 to Trento would be extreme interesting, but I don't think it is going to happen. Trento is home to some of the most entrenched backward environwackos in Italy. They oppose new highways, and they oppose new high-speed rail too! And they they whine about "Italian central government not respecting their Germanic heritage".

well A28 should somehow reach brennerpass. but that's almost impossible because of the alps.

It is the proposed link A23-A28 Cimpello-Gemona. The project was presented last August.

A28-A23: it's a link partially existing between Cimpello (A28 near Pordenone) and Sequals (continous green line) as simple carriageway with speed limit of 90 km/h (the first part from Cimpello is visible on google steetview).
Autovie planned widening 2+2 and reaching A23 at Gemona exit.
budget: approx. 900 millions of euro.

FVG will be quite full of motorways. Will it be a real motorway (autostrada) with hard shoulders and everything? (probably a superstrada)

EDIT: it says superstrada in the link

when I went skiing to Piancavallo I was always asking myself what's that short motorway exit Cimpello for, now I know.

I have one more question, that short link as part of main Gorizia - Udine road, why it suddenly ends?

Superstrada is the already existing Cimpello-Sequals road. It will be upgraded to autostrada and the remaining part until Gemona will be built ex-novo.

It will be a toll superstrada 22,00 m wide (and 58 km long), like this scheme (Principale Vp min/max stands for main road min/max design speed; Servizio stands for secondary road passing alongside):
