Definition of tangenziale is a bit loose. In Torino case it's standard bypass with many exits as in many other European cities.

Infact tangenziale is a bypass (from verb tangere -Latin, but even Italian, not so used currently- that means to graze, to touch)

Sometimes they lay nearby motorways to better divide local traffic by long distance one
Anyway the major cities in Italy (Milano, Napoli, Roma and Torino) don't have this kind of tangenziale (even if Rome GRA - ringroad - got some portions with it): tangenziali in these cases are simply part of the motorways web

And it's not a case that they are in that way prevalently in major cities: infact Milan, Rome, Naples and so on are arrival points of many motorways; they built tangenziali mainly to link the various motorways to avoid the passingby traffic to enter the city and reach a different motorway
Obviously they built 'em with many exits to the city (even for locals)

In cities like Verona or Bologna motorways just cross near the city (Bologna, to be honest, teoretically is the origin point of 2 motorways) with few exits
They had to build nearby tangenziali to avoid the local traffic to stay on city streets

P.S.
In Rome they call tangenziale (Est) a branch of an 'internal' freeway, and not so GRA (Grande Raccordo Anulare)

Naples has a big web of freeways (over all in Northern suburbs), unfortunately the maintenance is not at all good: crap and old asphalt, bad signage, 'invisible' lanes... I think those freeways belong to ANAS (that is a national public society which builds streets) and probably the compartimental branch of it in Campania region doesn't work well at all - probably it has not enough money or something; to be honest freeways infrustructuration is massive and money to build and mantain 'em are all public

If you bring Napoli tangenziale (that is a toll motorway with motorway speed limits) or the other highways around Naples, they simply are in very good condition

A solution could be to 'upgrade' the freeways and make 'em someway remunerative

The A28 Sacile-Pordenone-Portogruaro in Veneto & Friuli is also free, but looks decent... Somehow I don't think making them tolled freeways would be the best solution.

BTW, when are they going to extend the A28 from Sacile towards the Venezia - Belluno motorway?

There are many freeways in Italy that look better: I just noticed in Naples tolled motorways look good and freeways don't

A possible solution is to make 'em (or part of 'em) tolled, but overall I think it should be better they change the 'owner' and enter in a public company which included Tangenziale and other Highway stretches near Naples: that could give even the advantage to have a better integrated system

I suggest to do something like they did with railways system in Naples which is giving very good results in term of service (new metro lines and suburban railways, many new stations built, doubbled tracks and a regional integrated fare and ticket)

Erm,... it might be kind of a specific question, but can anyone tell me why S.G.C. FI-PI-LI is marked differently on maps and has lower speed limits than raccolto FI-SI?
