I'm wondering... what is the longest loop one can drive in Italy, without paying any barrier tolls, by entering and exiting the same exit?

In 2008 I took the car and drove this one day.

I was charged like € 11 in tolls, which is far less the real amount of the routing I took (and theoretically I could have driven all the way to Napoli and Bari and it would be the same).

Works have started today on the Tangenziale Sud of Brescia, East terminus of BreBeMi. Works involve enlargement to three lanes + emergency of a 1420m stretch of Tangenziale between Brescia Ovest and Roncadelle and reconstruction of both junctions.

BreBeMi itself is 50% built, and its opening is scheduled for the second half of 2013.

Can the Safety Tutor catch you when you do the loop driving like that? (I mean, the system is taking pictures of your car all the time when you're in it?)

That's a good question. Safety tutor are not on all the time, but I guess in principle they can track you. I don't think their software can track people doing loops, though, mostly because they report to the police and not to the owner of the road.

TUTOR only works in "direct" sectors of 1 up to 32km.

Not the whole TEEM; but the 4 km "Arco TEEM" could be (if they speed up).

I'm puzzled by the BreBeMi time schedule. Works started in 2009 and are at 50%, so 3 years. How can they build the other 50% in just one year?

It depends also on how works are measured. Often I stumble upon different measures like financial execution (with projects whose completion is rolled back when they have cost overruns), physical completion or man-hour completion.

ANAS, for instance, had overstated the completion of A3 widening/improvement/reconstruction by boasting financial execution but failing to account for cost increases (not even overruns, but merely inflation).

I don't see the point of anyone tracking people doing loops. In any case such loops are several times longer than direct route and people in at least 99,9999% cases try to do the shortest route possible. If anyone wishes to do a touristic loop - touristic because I don't see any other sane reason to do a loop without going off the motorway except in case of direct route closure - A22 vs A13 come to my mind - then why not. I think number of "loopers" is negligible in terms of lost toll but some extra money is still taken by petrol companies and state too (with fuel taxes).
