No. Maybe there was some crazy proposals (as everywhere), but definitely there won't be such tunnel.

Actually this 50 km/h is valid for right most lane, which is actually hard shoulder, but functions as traffic lane in times of congestion (pretty much for whole day every day). It is a bit narrower and functions also as exit lane at junctions, so that's why 50 km/h limit. In practice it is filled with trucks, so as a car driver you don't have to worry about 50 km/h, but for 80 km/h.

yeah, and it has yellow background, which probably means to seriously pay attention on that because of possible lanes of stopped vehicles by exits (because exit lanes possibly couldn't accept all exiting vehicles)

X-type is right, 50 km/h is only for the most right lane, since there are many jams on the exits. The other two lanes have 80 km/h limit. It is always like that, it has nothing to do with works. Anyway, they say that the new "passante" will be in operation for Christmas this year. I suppose it would also be possible to take the ticket in Trieste and pay on the exit, whenever that may be (Milano, Roma, Bologna etc...). So far there was a toll station before Venezia because the actual tangenziale di Mestre is free.

True. For transit there won't be any paying in Mestre.

These are no "shoulders" like you have on country roads (well at least the EU regulation qould require that afaik) These are emergency lanes i.e. you keep them clear for police, ambulances, firefighters or you slowly drive on them until you reach a standby area where you can easily do repairs, change tires or wait for help.

This is a pretty long motorway through the richest and most productive area of Italy.

From east to west:

Trieste city - Lisert tollgate - free
Lisert tollgate - first ticket
Venezia est - first payment at tollgate
Tangenziale Mestre - free
Mestre Villabona - second ticket
Milano est - second payment at tallgate
Milano urban stretch - free
Milano Ghisolfa - third ticket
Rondissone - third payment at tollgate
Rondissone - Torino - free

Totaly 517km. Three lanes from Torino to Venezia except between Milano and Bergamo (four lanes). Two lanes from Venezia to Trieste.

It is managed by several companies: SATAP (Torino-Milano), Autostrade per l'Italia Spa (Milano - Brescia), Autostrada Brescia-Verona-Vicenza-Padova Spa (Brescia-Padova), Societā delle autostrade di Venezia e Padova (Padova-Venezia) and Autovie Venete (Venezia -Trieste).

The new stretch "Passante di Mestre" from Dolo to Quarto d'Altino (three lanes) will be ready within the end of 2008/begin of 2009.

Yes, after the completion of the new viaduct, Padua now have a complete expressway around the city (which is 32 km long).
