Unfortunately the 3rd lane only goes as far east as San Donà di Piave, except the Piave bridge that is still U/C and will open before the summer.
San Donà di Piave - Villesse (junction with A34) is still in planning stage and will be probably completed in 2025.
There are no concrete plans to build the 3rd lane till Trieste, it would be extremely challenging due to orography.

They could build it to Monfalcone, but I'm not sure it's really necessary.

It's impossible to give a good cost estimate for a project that will last 10+ years. Any given figure would be highly understimated, considering inflation and unexpected events that would increase costs.

I'm sure there's more traffic (south)west of Palmanova than (south)east of it, but there can't be that much difference, I think. Most people from A23 go to Venice, but many also go to Trieste.

No it is open since at least 14th september, because when I drove there on my way to Slovenia it was already open.
