This plan is around 150 years old*. It was actively pursued few years ago during Berlusconi government, but it was later abandoned due to high financial and technical challenges (2008-present economical recession affected this choise too). It's no longer in the current political agenda, so it won't be built in the next future. In the long term, maybe 30-50 years, who knows...
Although the Messina strait is quite narrow (little more than 3 km), building a fixed link there is not as simple as it may looks from a map. In fact, it's very deep (around 500 meters), so it's not possible to build a traditional bridge with pillars or dig an undersea tunnel. The only "feasible" solution would be a bridge with a single 3.3 km long span. Considered that the longest span in the world is 1.9 km somewhere in Japan and that the Messina strait is a highly seismical area, it's easy to understand that the difficulties involved are really huge.

The article didn't include the motorway number A12, for this reason I didn't find it by googling "apertura autostrada A12".

Apparently, the contract said that the company had to open the 4-lanes motorway before August, so they opened it with 4 lanes, but with a roadwork configuration, on 31 July.
They did the same with a section of A52 near Milan.
