Faccio notare la modalità di montaggio dei conci, fatta in modo tale da non sbilanciare le parti montate ai due lati dell'appoggio. It wasn't built in 2015, of course, but only upgraded from 2x2 to 3x2.
That section was one of the first 1+1 Italian autostrada, completed in 1929. It was upgraded to 2x2 in 1961.

It was built in 1929, but SAM upgraded it in 2015. Very nice video. Good!

They are up and running, although in the Italian forum there is a discussion about their use with Telepass (it seems that sometimes the device beeps while passing under the portals, some other times it doesn't). There have been also confusing information about this from Pedemontana itself, at the point that some employees suggested to remove the Telepass device and cover it in tinfoil to block their usage.

In any case, regular users of Pedemontana can apply for registration of their vehicles in order to get discounts (the registration is called "Conto Targa"). I don't think anyone received the first bills yet, it's too soon.

Do they send bills to foreign drivers?

Some countries with electronic tolling send bills to foreign drivers (Norway, Sweden) while others immediately slap a fine on you if you don't pay beforehand or shortly after passing by (United Kingdom, Portugal).

The Dart Charge (London Orbital Motorway) fines you £70* if you don't pay by midnight the day after you made the crossing.

* reduced to £35 if you pay within 14 days.

The company claims it can send bills to foreign drivers, even though they don't specify further. Someone is skeptical, because the same company had troubles in the past in sending similar bills abroad (I'm not sure it's the same company that runs Area C environmental zone in Milan).
There was an article on a Swiss newspaper stating that there is no agreement between Switzerland and Italy about this so Swiss drivers who don't pay cannot be prosecuted.

The Pedemontana tolls are quite high. They state € 4.72 for the 22 km segment of A36 from A8 to SS35. That's € 0.215 per kilometer, three times higher than most toll roads in Italy. They appear to be similar to the toll rates of the motorways in the Alps.

Edit: I've been looking around on the Italian-language part of the Pedemontana website. It seems that they expect you to pay the tolls within 15 days. After that period they send you a 'reminder', I'm not sure if they charge additional fees for that and if they send it to foreign drivers.

There are two separate things concerning foreign drivers; finding their address and billing them is one thing, but getting the bill paid is another issue. Though they could activate some kind of debt recovery agency, Norway uses that too.

Yes, but the difficulties were to enforce fines, not for sending bills. Normal people will pay bills when recieved.
For those who won't pay, the motorway company shall use local law enforcement, that is quite efficient in case of unpaid commercial bills.

The real problem are the fines if issued, which is not a certainty for foreign users.

The other problem is to identify the owner of the cars. Some countries (p.e.France) seem to be very discreet in giving the information to foreign inquiries
