EUCARIS should solve that problem. The number of participating countries has increased steadily over the last few years.

Vice minister for Infrastructures, Riccardo Nencini, interviewed a month ago by an Italian newspaper, stated "we're working hard to open the whole Variante di Valico by 15 december 2015".

Many years and many billions later. Will the Variante di Valico open fully in 2015?????

https://www.autostrade.it/en/variante-di-valico/stato-avanzamento/index.html

And if it does will it have taken 12 years to build?

Excuse me, brick, but "suspender" in English means this:

although in Italian they are translated with the same word "bretella". In English you can call it "link road", or "connector", or something like that.

I'd call it bypass.

What happened to the 5* "citizen road" they had opened there?

It was an emergency solution, clearly not suitable for all the traffic from the motorway: for instance, it is forbidden for trucks and motorcycles.
It also had some problems due to bad weather, it was closed down several days for maintenance.

The new bypass, as you called it, was absolutely necessary.

I found a map of the section on this page. It's an upgrade of the eastern bypass and the page indicates that works began in 2006!? I also found a news article reporting about a completion by March 2017 and a re-tendering!? I'm not sure if it refers to the bypass or the neighboring SS96 section:

SS96 Barese: north of Altamura – Mellitto 10km (December 2013 to March 2016) – ? – map

Is the completion of this section delayed to March 2017?!

I think the bypass section should look like this:

SS96 Barese: Altamura-South (SS99) – north of Altamura 3.4km (October 2015 to April 2018) [2nd c/w] – ? – map
SS99 Barese: Altamura-South (SS96) – south of Altamura-South 1.0km (October 2015 to April 2018) – ? – map

Is the data correct? Have works been started in 2015 or in 2006 and have been suspended till 2015?

One question.
As an italian hitting italian highways on a daily basis (A4 + A22) i've always wondered why we never upgraded message boards on highways.

Here is what our message boards look like. Orange letters on black screen, and a sentence like "when raining, speed limit 110km/h". Written in italian. And it's up to you to decide whether it's raining or not.

Why do we get that instead of this? Want to know the speed limit in that specific moment? There you go.

because 110 is too slow in rain anyway

In Ontario, Canada they recently spent some huge amount of money changing the older signs to newer type (with colours!)
But either they tell you the same useless information "traffic very slow" or "use seat belt"...

You need a huge amount of variable message panels to implement such a system, and they cost money.

At speed, the only message motorists can read are simple, short messages. You don't need fancy colorful VMSs for that. They are soon outdated with the growth of in-car systems over the coming decade.

That's why we should get rid of messages written only in italian and use symbols instead

The problem it's not the kind of electronic board used. The problem is HOW it's used!

If you look, using only the side-boards showing the international symbol of 110km/h speed limit it's possible, but they don't!

I think that as long as they are regularly updated live from the motorway operator it is ok.

For example today, which was a rainy day, I found this:

translate: with rain decrease speed

But they write this message only when it is raining..

However many panels are flanked by another small panel which can represent any signal, so this feature already exists in Italy.. (read more here)..

translate: To "Positano" and "Amalfi" do not use highway "145", exit to "Vietri"

Other messages I usually see:

stop in lay-by only in emergency case

To "Naples", car stopped on the road (probably for breakdown) at "Torre del Greco-Ercolano"

Wear seat belts also rear

to "Naples" works at km 22, be careful!

tunnel "Varano" and "Privati" closed to work on September 22-23-25, from 22 pm to 6 am

Sure it would be nice to change with new panels (like the one in the next photo), perhaps with more defined characters and perhaps also of other colors...
