I think is a failure of the traffic light: if you note there are both green arrow and red "x"

Yes, but if they installed that traffic light it means that the hard shoulder is sometimes used as driving lane.
Maybe they think it's safer to have 3 traffic lanes and no shoulder inside the tunnel, rather than traffic jams in the tunnel because there are only 2 traffic lanes, that may be enough 99% of the time, but not on some summer weekends.

That could be another explanation, although I doubt that maintanance works are so frequent to justify the cost of a permanent traffic lights. In those cases they usually put temporary signs starting from well in advance to warn drivers to reduce speed.
In Austria some motorway tunnels have a permanent traffic light that is always green, but it turns red if there are troubles.

I think (almost) all German, Swiss and French tunnels have traffic lights in front of each tube...

I think that shoulder is way too narrow to allow shoulder running. To me it's just a waste of money.

In the last weeks they were proceeding for maintenance on the lighting inside the tunnel.

Ora si, grazie alle vostre indicazioni, ho trovato qualche documento.

Sul sito dell'ANAS si dice: "Nei primi mesi del 1972 a causa di una frana nei pressi di Lagonegro vengono danneggiati i due viadotti Taggine e Sirino, determinando la chiusura di una tratta dell’autostrada, con una deviazione e una strozzatura, tra il km 131 e il km 132, che durerà per oltre 40 anni."

One of the two carriaggeways of Himera viaduct, on A19 Palermo-Catania, that collapsed a year ago was reopened today. The other carriaggeway, that was completely destroyed, will open only in 2018.

The old Italia viaduct on A3 has been demolished with explosive on 4th May. It's the last major work on A3, as other not-upgraded stretches will remain like they are, with only minor mainteinance works.

I know there have been plans for a long time to build a bridge over Messina strait connecting Calabria and mainland Italy with Sicilia. Are there any news recently to give it a go?
