E45 is in very bad condition

I think they 'consciounsly' let this superstrada almost without maintenance: it could be a good alternative respect A1 for North-South links; but it is free
Then better don't say it exists and better makin' bad maintanence, so people keep on preferring A1

Several years ago there was a project to upgrade it into a fare motorway, with little works of 'adjustment' of the run and, obviously, repavement and so on

If this is the duty to have a good maintanance there you go!

It's a bit 'strange' speed limit, as normally this kind of road have 70 km/h, but I found out on google the speed limit is 60 km/h

No, periodically they say to tear down the sopraelevata, but they have to build an 'underwater' tunnel to cross the port before... and there is not a real project for now

that was allways intrigating to me why Udine have real italian style tangenziale. were there really that many problems and crowds or what?

In recent times, main contractors must offer more and more side benefits to avoid opposition from local councils. Being a border-bound highway A23 is subject to massive freight traffic so probably they offered un uncongested (and free) city bypass as a plus. Veside that Udine (like most Bortheastern cities) teems with SMEs which means lotsa traffic.
