perhaps i was to short to be not misundersandable.
I should say - i'm not against density - even contary. I'm against 2 storey city. I'm not not agianst highrises also - but i think them should be located somewhere with the sense. But as most optimal height for the city i would prefer 5-7 storeys. With some more heigher and more dense parts in some epicentres.

But it is possible to reach pretty high density also with buildings lower then 9-12 storeys. The cortyards should be smaller - and the scale would be more suitable and pleasant for people.

There are even really exterme examples - as Borneo-Sporenburg in Amsterdam (http://www.archnewsnow.com/features/Feature90.htm) which has 100 dwelling unites (flats & also privat houses) per hectare. And its hieght is about 3 storeys with some exceptions - so called "meteorites". Density of Pļavnieki (which could be one of most homogenious soviet time microrayon) - there are just ~ 160 inhabitants (not dwellings) per ha.

Ok, it is possible to get high inhabitant density using less flours. How do you thing what is the price tag for "human scale" in Latvian conditions - how much one wishing to buy an apartment would be ready to pay more for less monstrous surroundings or better community life? 1%, 10%, 20%?

Of course you are right - that is the problem - the average welfare level isn't that height, the city - not that rich to spent much money on it. And the thing is that people are not interested in public realm in public good almost at all - that's why also there are no new and contemporary public spaces arranged in Riga in last 20 years (according to Henry Lefebvre's "The Production of Space"- our society are just not interested in it). If you look at Estonia you could understand that money is not the only problem - perhaps the main one is priorities and clear aimes.are

Does anybody know - are there allocated funds this year to continue works on Southern bridge stage 3, Zemgala/Gaujas and Viestura/Meža prospekts? I browsed trough the budged but these projects were not specified.

Southern Bridge stage 3 = not allocated directly from the budget, they are looking for loan, no news.
Zemgala/Gaujas = do not know
VIestura/Meza = should go ahead, because there is EU money. Cofinancing of separate EU projects might be not that easily found in budget.

Am worried that nothing is going on with Ulmana parvads and Salu bridge - already several years ago it was clear that there is the very last moment to start works there
