This sign is interesting. It's a sign for junction number (exit number), but no number on it. It looks like they have a plan to use number at the junction on the Serbian motorway but they still not using it.

That small section around Novi Sad is taking years to finish. It is shameful how long the construction work is lasting. It is as if they had to build 10 viaducts and 5 tunnels.
Complete embarrassment.

Happens all the time especially because of lack of budget.

Unfortunatelly I know very well how huge problem is connection between Bucharest and Belgrade. Couple years ago my father was traveling almost 12 hours in winter period through some mountains.
In some years you will receive EU funds. As I see, you have a pretty good situation with the main motorways and I would not be surprised to be taken into account the Paracin - Zajecar motorway. Look at our A1 motorway. Between Nădlac and Sibiu, the UE contribution is 85%, from the Cohesion Fund. The traffic will not stay at this level in ten years.

This map is on the level of the former Yugoslavia, but I think it will be useful:

Emergency repairs have begun on Belgrade's Pancevo bridge, which has quite literally started crumbing down...

Gridlock is such that people choose to walk across instead, so as to save time...

Not better but worse.
E.g., this is the old part of motorway Horgoš-Novi Sad.

What is the speed limit on this old part? 80 kmph? Less?

I would assume because it is faster walking.

Look at that: up to midday amazing 4 (four) trains - 18 km in just 35 minutes

Railway companies can't find profit where it lies literally on the ground and live in their own dream world.
