From 2011, the entire plant belongs to Fiat, Zastava is no more...

Nice to see works intensifying on the expressway again.

Actually, it doesn't, FIAT is owner of 66% of the plant.
And name of the plant is still Zastava Automobili Plant, until it renames as a result of a public competition for giving a name to the factory. The winner will win FIAT 500L.

I think it was officially opened, basically renamed to "Fiat Automobiles Serbia" earlier this year, you are right about the ownership percentage, but let's not get off topic.

Starting next year, more attention will be given to regional road projects...

Quote:
Infrastructure precondition of economic development

Belgrade, 16 Oct 2012 – Minister of Regional Development and Local Self-Government Verica Kalanovic today announced that the realisation of regional projects in road infrastructure will begin next year, adding that the budget for these purposes will not be smaller than the previous one, but will be distributed differently.

At a conference “Financing infrastructure at a local level – possibilities and challenges”, Kalanovic stressed that the completion of the Kragujevac–Batocina motorway, which is indispensable for the development of Sumadija as the centre of the car industry in the Balkans, will be the main priority by the end of 2013.

The Minister said that the second priority is the beginning of the construction of a regional motorway to link Corridors 10 and 11, which should begin in spring 2013.

This way seven municipalities with over 500,000 people, including Krusevac, Kraljevo and Cacak, will be connected, she noted.

Kalanovic said that the plan is to complete this motorway in four years, adding that talks are underway with a Chinese company on terms of financing and realisation.

She observed that the plan is to reconstruct regional road Novi Pazar–Sjenica–Aljinovici towards the Pester plateau and construct 10 kilometres of new road in this part of the country.

The Minister stressed that infrastructure is an indispensable precondition of economic development because it secures investment, encourages competitiveness of production and the opening of SMEs and halts migration.

The relevant Ministry is a true partner to local self-governments and wants to resolve problems together with them, as well as to be a link between the central and local authorities, Kalanovic remarked.

The conference was organised by the Standing Conference of Towns and Municipalities and its goal is to determine the infrastructure priorities and financing instruments at a local level.

Chinese construction firms are apparently interested in two large infrastructure projects in the city of Kragujevac , one of which is a ~1,600m tunnel, part of the city's southern bypass road.

For the construction of two major projects in Kragujevac - Metinog tunnel under the hill on the South Bypass and underground parking in the city center - Chinese companies are interested.

As written today, the city government announced that negotiations for a deal worth between 35 and 40 million euros, should commence immediately.

Metino tunnel through the hill from the 1670 meters will be the longest in Serbia and was a part of South ring road, the construction of which is the contractual obligation of the state and of the Fiat.

The bypass will, when completed, will represent the company a direct connection with the Fiat Automobiles Serbia highway between Kragujevac and Corridor 10.

If our Chinese friends take on just a third of all the projects they seem to be "eyeing" or have "expressed interest in" within the Serbia-Montenegro region, I tell you, I will learn Chinese out of pure respect

China's CICO eyes road project in Serbia - Vojvodina govt

18.10.2012 17:48:00 | Author/Source www.seenews.com

Chinese civil engineering company Chongqing International Construction Corporation (CICO) has shown interest in a local road construction project, the government of Serbia's autonomous province of Vojvodina said on Thursday.

The project involves the construction of the M21 road which should link the city of Novi Sad via Ruma, Sabac and Loznica with the border with Serb Republic to the west, the provincial government said in a statement issued after a meeting with CICO officials.
Video in Serbian language - current road via Fruska Gora national park is quite heavily trafficked, reportedly some 20k AADT, of which 8k, or just under half, are heavy-duty trucks:

Energoprojekt to Help Build $53 Million Road Tunnel in Serbia
By Misha Savic - Oct 23, 2012 6:49 AM ET

Quote:
Energoprojekt Holding AD (ENHL), a Serbian engineering company, said its Niskogradnja (EPNS) unit will act as sub- contractor for Azvirt MMC, an Azeri constructor building a highway in the Balkan country.

Niskogradnja agreed to build a two-lane, 884-meter long tunnel for 41 million euros ($53.4 million) within 34 months, the Belgrade-based holding company said today in an e-mailed statement. The tunnel will be part of the 40-kilometer (25-mile) Ljig-Preljina highway in central Serbia that Azvirt is building with a 308 million euro loan from Azerbaijan.
I believe this is one of five planned tunnels on this particular section of Belgrade-Bar (Corridor 11) motorway.
There will also be 66 bridges.
