I crossed that railway bridge in 2011. If I remember correctly, there is only one lane for cars, and you have to wait for the green light to cross. On the other bridge towards Petrovardin there was massive traffic jam.

Vidim da su neke bugarske firme dobile da rade deo koridora 10 oko Grdelicke klisure,tj deo na kome ima tunela i vijadukata....Znajuci njihov mentalitet,broj firmi koje su kupili u Srbiji i pri tom unakazali,gotovo da sam siguran da ce izrada tog dela auto puta biti katastrofalna....ako ga uopste privedu kraju...

And when train crosses the bridge, everybody else must wait. Double traffic jam. Trucks mostly use this bridge for transit.

But it was interesting that while the Petrovardin bridge was in a massive jam, on the railway bridge I crossed back in a few minutes

Moze da se kaze da bugari tu nece nista da grade, resili su da uzmu nase firme kao podizvodjace da zavrse sav posao..

Well, our languages are close, but since this is in the international section, it's more proper to post in English

IMHO you don't have to worry (I can understand you about some crooks in your country) about Bulgarian construction companies Adval and Trace. Both are expirienced and have completed a lot of projects. Adval is doing quite well in construction of tunnels, they've won several tunnel tenders in Germany and did a good job on sections of Sofia metro. Trace have expirience in several motorway sections in Bulgaria and also in the construction of Sofia metro.

For what are they paying after crossing the border to Montenegro?

And did they explain why they choose the route via Trebinje instead of Pluzine (after they managed the really bad part from Foca to the Montenegrin border? Not quite logic...

Probably the ecological tax of Montenegro though I thought it was abolished.

Simply because it is a toll road. (Political thing, Herceg-Novi is anti Djukanović, so no state money for that road which was more than necessary. Therefore the municipality made a PPP project to build the road...)

It's a toll for the Trebinje-Herceg Novi road, all 13km of it.
Belgrade-based firm Universal Holding (sounds like "Universal Exports", James Bond's fictional employer/MI6 cover firm) carried out the reconstruction of it and now has 20 year concession rights.

So you are telling us, the municipality has built its own road omitting the government? And money earned from the toll goes to who?

I understand that the road was built and paid by a private company as concessionaire and the collected money goes to that company for 20 years.

The road is not a M-classified main road, so the authority is most likely in any cases at the municipalities in Montenegro. But it's a bit uncommon
