It's a good motorway, but a bad speed limit. And even if the speed limit was 120 km/h, it would still be more like an urban expressway.

Well, its often said that Belgrade's bridges carry more traffic than New York's. Thats why more bridges will be built. One is already U/C, while three more are being prepared (project, financing and such)

For comparison to Nis-Belgrade, Ontario's 401 highway, by far the busiest in North America, doesn't carry a whole lot more. Sure, AADT through the city of Toronto ranges between 100 and 400K+ but everywhere else it averages between 20-40k AADT. On the Ontario-Quebec border itself, it even goes down to 17k.

Yeah, that's typical north America. Traffic is centered around the urban areas, but as soon as you leave the urban areas, traffic volumes plummet mostly to 30.000 or lower.

Now imagine how the reconstruction will affect the traffic jams. It s planned to start this autumn, the whole part of highway will be closed, other part will be transformed to a 4 lane road with 2 standard width lanes and 2 lanes á 2m width until other side of highway is reconstructed. Then when other part is reconstructed - the same story again but for other lane - and it s 28 km of highways going to be reconstructed. Austrian PORR is going to perform this task.

Scary.

But it's the same in Serbia - as soon as you leave Belgrade, traffic drops significantly.

^ Of course it is, I'm just saying it's de facto more like an urban expressway with its 80-km/h speed limit, numerous interchanges and ~120,000 AADT (4 driving lanes!).

I doubt it. Yes, for through traffic, but if you look at the traffic volumes, through traffic cannot be more than 20,000 AADT (if all traffic south of Beograd will be considered through traffic). That way, traffic volumes would drop from 120,000 to 100,000 which is still problematic on 2x2.

And is there a stopping lane present on the whole length?

If there is, it seems not too logical to keep it, it will serve much better as a driving lane. Even if we're talking about a narrow stopping lane it could still be converted to a normal driving lane by slightly reducing the the width of the other two lanes, which shouldnt be a problem considering the 80km/h speed limit.
