2. How much was on long terms ( Chinese contracts not counted in 1 and due for repayment usually starting year 5)
3. What was Serbias GDP in 2010 and what is it now in 2014??

unfortunately, i can't answer 1. and 2. because i do not have the exact data
(1. - for cash (government and motorway agency) it will be hard to determine how much of that amount was actually spent on motorways and bridges and how much was eaten by corruption..)

3. serbia's nominal gdp in 2010 was 43.6 billion $
serbia's nominal gdp in 2014 is projected to be around 44.8 billion $

Czech company to build highway from Borca to Zrenjanin - Project value estimated at EUR 110 million
Friday, 03/28/2014|12:33 | Source: Novosti
sr de

The highway from the Zemun-Borca Bridge to Zrenjanin, as an extension of Corridor XI, will be built under a concession agreement with a partner from the Czech Republic, Construction Minister Velimir Ilic reveals to the daily Novosti.

Such agreement may be signed as early as April in Belgrade, when a high delegation of the Czech Republic headed by the president of this country comes to visit Serbia.

- We've obtained a very favorable credit line from the Czech Republic for infrastructure - says Ilic.

- However, since we have reached the "red line" set by the finance minister as the borrowing limit for this year, I asked the representatives of the Czech government to turn that credit line into a concession. The value of this project is estimated at about EUR 110 million. I have already issued an order for the preparation of necessary documentation for this project. A study prepared by CIP Institute of Transportation shows that the project is cost-efficient.

Six lanes to connect Nis and Sofia - Full-profile highway by mid-2016

Quote:
Wednesday, 04/02/2014|15:57 | Source: Novosti

Serbia and Bulgaria will be connected by a full-profile highway in mid-2016. And while intensive work on the Nis-Dimitrovgrad stretch of Corridor X in our country is already underway, Bulgarians are going to commence the work on the Sofia-Kalotina stretch 36 kilometers long this August.

Funding for Bulgaria's part of the project is already provided, and colleagues from the Serbian Transportation Ministry helped Bulgarians prepare a study on the current flow of vehicles along that route and make traffic growth forecasts for the years to come. By the way, this is only one of the joint transportation projects of Serbia and Bulgaria.

Flights to Varna

When it comes to air traffic, in addition to the newly launched daily service between Belgrade and Sofia which is expected to be used by about 30,000 passengers annually, Air Serbia also plans to start direct flights to Varna.

Construction of bypass and tunnel through Fruska Gora starts 2016 - Koridori Srbije completes project charter

Quote:
Thursday, 04/10/2014|14:00 | Source: 24 sata

Construction of bypass around Fruska Gora, one of the most significant projects for Vojvodina and the rest of Serbia, will commence 2016.
- The project charter has already been written by the Koridori Srbije company, and the deadline to give an opinion on this document expires today (9 April 2014). If it turns out that the mayors of municipalities along the route of the bypass, people from the ministry and engineers have no objections, the process of inviting bids for the preparation of designs for that bypass will kick off - says Igor Mirovic, the minister of regional development and local self-government.

For this tender, Serbia and Vojvodina have set aside RSD 400 million. Once the designs are completed, Novi Sad will have to expropriate the land along the route of the corridor.

- It is estimated that it will cost about RSD 900 million to resolve all property issue - said Goran Visnjic, the director of the City Development Institute.

The total length of the Novi Sad - Ruma corridor is over 30 kilometers, including a tunnel through Fruska Gora, and it should take 30 months to complete all the works. Construction of this tunnel and highway will cost EUR 57 million, a half of which will be provided by the province and the other half by the republic. It will run through three municipalities (Novi Sad, Irig and Ruma) with a total population of about 400,000. There are 12 industrial zone and one free zone in the vicinity of the highway route.

Ilic:Motorway through western Serbia to be completed by 2017

Quote:

BELGRADE - The works on the construction of the motorway through Western Serbia are being conducted at the planned tempo and the works on certain sections should be completed in 2016, while the entire motorway should be finished by the end of 2017, Serbian Minister of Construction and Urbanism Velimir Ilic told Tanjug on Friday.

Ilic said that the construction of the motorway from Belgrade to the border with Montenegro could be completed even before the said deadline in case the procurement procedure for certain permits is accelerated, which in some instances currently takes as many as seven months.

The motorway from Belgrade to the border with Montenegro via western Serbia is also known as Corridor 11 as it was supposed to be a part of the transport section from Romania to the Montenegrin Port of Bar in southern Adriatic.

The works on Corridor 11 are being conducted at a slightly faster pace than previously agreed, he underscored.

The construction of the motorway section from Ljig to Preljina built by AzVirt from Azerbaijan is making good progress and it should be completed in six months, Ilic said.

The minister noted that the government adopted the concession act for the construction of the Obrenovac-Bridge on the Sava River via Surcin and Surcin loop and the Preljina-Pozega section to the total value of around EUR 700 million and that two contractors have been chosen as their bids were qualified as most favourable and the talks with them entered the final stage.

The financial advisor for the concession was chosen on the international tender and they should prepare the financial and legal part of the contract which should be completed within 30 days, Ilic said and added hat the contracts would be submitted to two potential contractors and that anyone who files a more favourable bid will be hired.

The work concerning the concession contract for the works worth around EUR 700 million may be completed in 1.5 months after which the works may be launched, Ilic said.

Thanks. Why six lanes? I guess the motorway will feature 4 lanes only, won't it? Do they count the hard shoulders too?

That figure probably includes shoulders. You see that kind of "creative counting" a lot in developing countries, but it's a bit weird seeing it in Serbia. Perhaps the author of the article has no clue about roads.

Serbian journalists have a tendency to report without questioning what the politicians say, and they twist the definitions all the time. A 2+2 road without hard shoulders has been declared a motorway, and a planned 2+2 road, also without h.s. but with some at-grade intersections, is being called both motorway and half-motorway in the press.

OK, this is sort of understandable in the context of a question I asked here recently.

OK so Mr Ilic was financially redlined by the Finance minister on the 28th of March and by the 11th of April, only 2 weeks later, he had hopefully converted some Czech cash into a PPP in a pretty rural/low traffic part of Vodvodinja AND had also found the cash to build a motorway right to the Monetenegrin border well before the end of 2017.

So he has already found the cash to build 100km + of new motorway ( apart from the roughly 100km under construction already inc sections north of Pozega .....and this possible Czech deal) and 100km through the lower Dinaric Alps ...not the Danubian plain to Montenegro. I'd say that from around Pozega section to Montenegro will cost c. €1bn or so.

The man is a legend , can you guys export clones of him to deprived EU states which are utterly incapable of building motorways in an efficient and timely manner, please. ????????

According to Google Maps, the distance between Zrenjanin and Borca is about 50km. Will this road be a new one or an upgrade of the existing road, because 50km of new highway for 110m Euros seems low, even if it is in flat Vojvodina.

I really hope this road gets built because it would strengthen the position of Belgrade Airport. I think it will take about 50 minutes to travel from Zrenjanin to the Airport in Belgrade if this road gets built.

i think that it is only a product of velja ilic's alcoholic delirium and that it is not serious because there isn't any official plan or project for that road

Yeah. That is how it works in Serbia, unfortunately. Promises are made but work never starts.

Although I really hope this is different. I am guessing that the current road can probably meet capacity requirements. Still, it would be nice to be able to cut the travel time between Belgrade and Zrenjanin. Since the new Danube bridge is already being built, it would be nice to build a motorway extending to Zrenjanin.
