Somewhat of a New Year gift for Belgrade....last contracted section, about 4,5 kilometers, of the city's SMT (outer ring road) was opened today

Is there a grade-separated interchange, or traffic lights at Ovča? Google Earth imagery from July 2015 suggests there is not an overpass.

It's not. Don't ask why, nobody knows. It's assumed that it will be converted to a interchange when the bridge and the is made, together with the interchange with E70. Section between the bridge and the E75 is planned as a fully segregated motorway.

I personaly would have used all this metal to build a central separation, so a frontal impact with another car on the other side of the road would be impossible...

50 km/h?
Without strict 24/7 speed control this won't happen.
It would make much more sense to allow speed at least 80 km/h with central barriers.

LED is still too expensive for us. We have no EU subsidies for that. And electricity is cheap here.
