Minister of Construction, Transport and Infrastructure Zorana Mihajlovic talked today with the new head of the regional office for the Western Balkans of the European Investment Bank (EIB), Dubravka Negre, about financing the modernization of the Nis-Dimitrovgrad railway, the construction of the Nis-Merdare-Pristina highway and other projects in Serbia in the area of transport.

They discussed the EIB's loan for the modernization of the Nis-Dimitrovgrad railway, which will be financed partly by the bank, partly from grants and partly from the state budget of Serbia.

The cooperation on the construction of the Nis-Merdare section, whose preliminary design is expected for 2017, was also announced.

Mihajlovic notified Negre of the realization of all projects in the railway and road infrastructure financed by the EIB, about the dynamics of withdrawing approved loans and said that the government would be even more active in order to carry out the projects in line with the schedules.

Good news from the Eastern front ... in addition to eagerly awaited news on Chinese-financed Belgrade-Budapest high speed rail, it seems China could get more involved when it comes to the remaining sections of Corridor 11 (Belgrade-Bar motorway):

Chinese Premier Li Keqiang said that the competent authorities of the Chinese side will give the order to speed up all the procedures related to the current infrastructure projects, and that during the upcoming Summit of China-CEEC in Riga a commercial agreement for the construction of high-speed railway Belgrade-Budapest will be signed.

In addition, the letter of the Chinese Premier states that the government of the People's Republic of China continues to encourage Chinese companies to invest and do business in our country, especially in the potential projects that were discussed during the visit of Chinese President Xi Jinping to Serbia, such as the construction of the section of the highway on Corridor 11, the Belgrade airport, RTB Bor and Petrohemija.

Premier Li Keqiang at the end of the letter expresses satisfaction with the forthcoming meeting with Serbian Prime Minister during the Summit in Riga.

The reconstruction of the Old Sava Bridge is growing ever closer – the conceptual designs have been prepared and what follows is the tender for the architectural contest, and the beginning of the construction is planned for mid-2018.

According to the plan by the Belgrade Land Development Public Agency, the designing itself should start in early 2017, following which the tender for the construction works would be placed, in late summer, and the works should start in mid-2018. If everything goes according to plan, this large projects should be completed by the end of 2019, which will make traffic over the Sava easier and faster.

The project has only just begun, but the planned cost exceeds EUR 60 million. The Agency's website shows four possible looks of the reconstructed bridge.

Option 1

The Old Sava Bridge would keep its old structure, including the recognizable arch, and that section would allow for tram traffic exclusively. On each side, with a few meters between them, two additional car lanes would be built, along with pedestrian/bicycle lanes on the outer edges.

Option 2

This option also envisions keeping the old structure with the arch and the addition of car a pedestrian lanes on each side. The biggest difference is that, in this case, the tram section wouldn't be separated from the new sections.

Option 3

This solution is rather similar to the second one, as regards the lanes and keeping the old arch. The most apparent difference is the structural foundation, i.e. the number and location of load-bearing columns.

Option 4

This solution also envisions two new car lanes and a pedestrian lane in both directions, along with tram tracks down the middle. However, according to this solution, all the lanes would be joined, and a new arch, nearly identical to the old one, but larger and more modern, would be built.

Many new cars don't even come with a spare tire anymore. It reduces weight, lowers emissions (very slightly) which means a lower tax burden.

Das Projekt im Wert von 9,3 Mio. EUR sollte zum größten Teil im Rahmen des Instruments für die Heranführungshilfe für grenzüberschreitende Projekte Rumänien-Serbien finanziert werden. Beide Länder müssen das Projekt mitfinanzieren. Es sollte innerhalb von 42 Monaten implementiert werden.

Das öffentliche Straßenbauunternehmen "Putevi Srbije"und das Ministerium für Bau, Verkehr und Infrastruktur soeiw Vertreter des Ressortministeriums und der zuständigen Institutionen in Rumänien sollten bald einen Vertrag über die Umsetzung dieses strategischen Projekts unterzeichnen.

Even though I have not seen many police cars on the highways they probably want Safety helmet written there so they can give fines to someone they really want to but not actually have a legit reason for.

Now that you mention, it could well be poor translation thus the fire extinguisher turning into a safety helmet in the english version...
that would explain much of the confusion...

Especially the five year "best before date".
Not sure if it still applies but I know people who used to drive through serbia years before, had to take take down their extra headlights if they had those mounted. Otherwise they were not let in to the country.

The German ADAC web site confirms the towing rope, but not the mandatory spare wheel, nor the safety helmet.

They also say carrying snow chains is mandatory, which must be mounted "where necessary". Likely this concerns the indicated winter season between Nov. 1st and Apr. 1st, but it's not entirely clear from the information given.

Warning triangle and first aid kit are compulsory in virtually every European country. The reflective vest is also mandated by a growing number of countries.

I recall some traveler reports from the 1990s which said that a wooden wedge (to secure a parked car) was compulsory for Serbia. This was likely a tourist rip-off regulation. Few foreign motorists would guess to pack a wedge unless they look it up beforehand very carefully.
