Yes, you're right.
"phare" is "beam, "plein phares" are "high beams"
others: les "codes" are "headlights", "veilleuses" are "parking lights" but you can drive only with them on urban roads at night in France.
Like in Belgium or GB, we have difficulties to turn on lights when the night begins, when it's raining, when it's dark, and even when the fog is present !
A little dangerous sometimes when you need to overtake and you can only see the other vehicle in front of you at the last moment !
I don't speak about people who drive with their "fog lights" when it's raining or when there is no fog !

Yes, there are a lot of grey zone's especialy in wintertime when it's darkish but not really dark at 4 p.m. when it's raining, you will find that a lot of people put their lights on too late. I don't know this for shure, but isn't this the same in Holland, the UK or Germany?
There is just that period of time. I experience it even on my bike. I finish work at 4 pm and it's 30 minutes to home. When I leave it's to clear to put on my lights and halfway home I have to put them on, if I remember...
But I didn't have the impression the article was talking about this...

Not in Holland. A lot of them voluntarily put their lights on when there's absolutely no need, but someone told them it's safer, so they do...

I have my lights on all the time, regardless of weather. I drive a black car and rather fast and I'm damn near invisible in a lot of lighting conditions and I really would like to be seen. I think it's important to have your position lights on

oh righto. To be fair Road UK, if I'd live in a small country and a village full of cows far away from reality and real problems such as high levels of crime and unemployment, I'd probably also have such a narrow vision of things and I'd worry about things like if my neighbour parked within the yellow lines, if he separated his rubbish and used the right coloured bin bags and similar crap.

Clearly, you have not been out of Austria much ...

I know for sure that there are lamps on some stretches of motorway that are not lit at night, at least not in principle. Part of the E411 (Namur province, I believe) has that.

The E34 conversion to a motorway is quite slow unfortunately. They just do one intersection at a time. They will also start some major rehabilitation projects along the existing part between Zelzate and Antwerpen which is in quite poor condition (maybe the worst in Flanders).

Are you sure? They've already replaced old concrete and laid new asphalt there.
